Fischbach Clerk of the Board: Lorna Delaney MINUTES Week of October 18,2004 Chairman Huntingford called the meeting to order in the presence of Commissioner Dan Titterness and Commissioner Patrick Rodgers. Discussion re: Water Street/Lower Hadlock Road: Chairman Huntingford noted that the Board received a letter from a resident about a road name discrepancy in Lower Hadlock. All the platted maps show the road name as Water Street. However, two residents applied for building permits within the past few years and were given a Lower Hadlock Road address. A petition has never been submitted to change the name to Lower Hadlock Road, and it has never gone through the road name change process. Commissioner Titterness moved to direct the Public Works Department to change the street sign to Water Street since there has been no official action to change the name to Lower Hadlock Road, and that any addresses on the road be listed as Water Street addresses. Commissioner Rodgers seconded the motion which carried by a unanimous vote. Reaffirm Motion to have Animal Control Services Moved from Health and Human Services and Placed Under the Direction of the Jefferson County Sheriff's Office: (See also minutes of October II, 2004) Commissioner Titterness moved to have Animal Services placed under the direction of the Sheriff and the budget moved from the Health Department to the Sheriff s Office as of January 1, 2005. Commissioner Rodgers seconded the motion which carried by a unanimous vote. COUNTY ADMINISTRATOR BRIEFING: County Administrator John Fischbach discussed the following items: · The completion date for the Courthouse front door project has been moved from October 23 to November 28,2004. There will be no additional costs associated with the extended completion date. · The Western Washington Growth Management Hearings Board has ruled in favor of Jefferson County on the Fred Hill Materials Mineral Resource Land Overlay (MRLO.) They ruled that the County is in compliance with the GMA regarding the MRLO. · The cost for remodeling the Castle Hill facilities are estimated at approximately $1.3 million. The option of rasing the building and constructing a new building is $2.8 million. The County has $700,000 budgeted for the project. They are still working on the cost estimates. It appears that Mr. Short will not be pursuing the project due to Doctor's orders. The County will be working with his partner on a similar project. Chairman Huntingford noted that he wants to see the issues regarding new "value added" agricultural businesses clarified so that the next time a proposal comes forward, the process will be more straightforward. PUBLIC COMMENT PERIOD: The following comments were made: why doesn't the ballot proposition regarding the sales tax for E-911 infrastructure have a sunset provision?; the Bledsoe Case was settled for $1.6 million and what impact does this have on future insurance rates with the Risk Pool?, and how much ofthat amount is covered by outside reinsurance?; the City Manager did not support the tax increase that is on the ballot, but the Port Townsend City Council asked him to defend it in the public hearing; the County has done a good job holding the line on taxes; Roger Short stated that he will not continue with his Chimacum Creamery project or be working with his partner on the project and he has 40 acres of farmland for sale to payoff regulatory debts; he feels that Jefferson County is partially responsible for costs to deal with his drainage problems, GMA downzoning, and an anti-economic development policy; concerns about the public not being aware of law suit settlements; sustainable agriculture is the way of the future and the County needs to do everything to help local agricultural businesses; when are the County Commissioners meetings going to be on PTTV?; concern about the structural integrity of the Courthouse and the safety of employees and citizens if there is an earthquake or an explosion from a ship carrying ammunition to Indian Island; government today depends too much on grant money; a review of Commissioner Rodgers' schedule and mileage for the week; questions about the permitting process for Commissioner Titterness' project at Glen Cove; Commissioner Huntingford's political mailer didn't include any negative things that have happened during his 12 years in office; the Commissioners need to have common sense, integrity, and a good heart; the Sheriff's Office is 85% corrupt; the Bledsoe settlement is a cover up to protect the deputies; very often the deputies don't accept statements from witnesses that would verify a prisoner's innocence; a restraining order was filed against a citizen by a neighbor who continues to provoke him and he fears for his life; and it took 2 Y2 months for the District Court Judge to issue a restraining order against the neighbor. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Titterness moved to approve the Consent Agenda as presented. Commissioner Rodgers seconded the motion which carried by a unanimous vote. 1. Approval of Payment for the Acquisition of Property from Gordon Papritz for the Quimper Wildlife Corridor Using Conservation Futures Tax Funds Members of the Substance Abuse Advisory Board re: Presentation of a White Paper: A Rising Tide. . . "The Hidden Threat. The Impact of Alcohol and Other Drugs on Jefferson County and its Citizens": Sherry Kimbrough, Chair ofthe Substance Abuse Advisory Board, explained that several Advisory Board members are present to discuss ideas in the document that they feel are important. Advisory Board Member Dick Gunderson stated that this is the first time a County agency has addressed issues regarding substance abuse in a formal way. One of their recommendations is to have local detoxification services available and Safe Harbor wants to build a treatment center in Port Townsend. Social detoxification services also need to be available. The hospital reported 236 incidents over the past 3 years and people are also sent to Kitsap County, Snohomish County, and King County. Andy Mackie, Advisory Board Member, pointed out that Recommendation #2 deals with early intervention and it is important to keep children occupied so that they don't choose substance abuse as an option. Most of the funding for schools is from the State and they recently lost a large grant. Advisory Board Member David Sullivan added that Recommendation #2 includes funding a school-based intervention specialist so that there is trained personnel working at least half-time in the Jefferson County schools. The most effective intervention takes place early in the schools when problems are first detected with children that impact everyone in the classroom. There is a need for stable funding and a financial commitment by the State, the schools, the County, and the City. Ford Kessler, Director of Safe Harbor, explained that there is a permissiveness in this community that overlooks substance abuse issues. One of the laws allows underage kids to drink with their parents at home and it is legal until the kid steps out the door with alcohol in their system. Eight years ago a survey was done that indicated a high amount of drug and alcohol use among school age kids. The community is still struggling with this problem and kids are starting to use drugs and alcohol at an earlier age. Some kids even admit that their parents were the first ones to give them drugs or alcohol. The community and the local government need to support the treatment and prevention of alcohol and drug use. Dick Gunderson pointed out that this issue needs to brought up publicly as often as possible. Together the City of Port Townsend and the County contribute only $2.70 per person to substance abuse issues. District and Superior Court have instituted a Drug Court to give people an alternative to their substance abuse. A Family Drug Court would require family members to be involved and reduce recidivism. The four main recommendations in the white paper are: I) That the Board of Commissioners, public and private agencies, and County citizens, commit to changing community norms regarding the use of addictive substances. 2) That the Board of Commissioners, public and private agencies, and County citizens, commit to funding prevention and intervention activities in Jefferson County. Page 3 Commissioners Meeting Minutes: Week of October 18, 2004 ~.'!!>O~';~~ft~ . ~ '4111 NO"" 3) That the Board of Commissioners, public and private agencies, and County citizens, commit to ensuring that alcohol and drug detoxification services and Juvenile Drug Court are available in Jefferson County by 2006. 4) That the Board of Commissioners, public and private agencies, and County citizens, commit to promoting and requiring collaboration between and among all community partners in order to reduce alcohol and drug abuse. Chairman Huntingford suggested revisiting the County's goals and objectives for 2005 to find where these recommendations fit into long range goals and to make them part of the Strategic Plan. The Commissioners concurred with the contents of the white paper and agree that this is an issue that needs to be addressed. At 11 :00 a.m., the Board met with Public Works Staff for a workshop to review options for the Olympic Gateway Visitor Center Project.
