Jefferson County Board of Commissioners
Regular Meeting — August 23, 2021, 9:00 a.m.
Jefferson County Courthouse— Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Chair Kate Dean, Commissioner Greg Brotherton and
Commissioner Heidi Eisenhour participated in the meeting remotely. Chair Dean called the meeting to
order at the appointed time. She reminded the public that there will be no Board of County
Commissioners (BOCC)meeting on August 30, 2021.
PUBLIC COMMENT PERIOD: The following is a summary of comments made
virtually by individuals in attendance at the meeting and reflect their personal opinions:
• Comment regarding information on the COVID-19 vaccination.
• Comment regarding the Discovery Bay Golf Course.
• Comment regarding hunting permits, a recent complaint about logging noise and COVID-19
information.
The Commissioners and Interim County Administrator addressed comments and concerns raised during
the Public Comment Period.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Brotherton moved to approve the Consent Agenda minus the Jefferson County Sheriffs Office
Uniformed Support Services (JCSOUSS)Agreement Technical Amendment No. 3 (Consent Agenda
Item No. 11), and clarify the Hearing Notice for Conservation Futures to include virtual hearing
information. Commissioner Dean seconded the motion. Interim County Administrator Mark McCauley
explained the JCSOUSS technical amendment is to protect the Fraternal Order of Police (FOP) members
from taking a financial penalty for their medical care, which would be imposed starting in September
2021. The Commissioners withdrew the original motion. Commissioner Brotherton moved to approve
the Consent Agenda with the clarification added to the public notice for Consent Agenda Item No. 3.
Commissioner Eisenhour seconded the motion which carried by a unanimous vote.
1. RESOLUTION NO. 48-21 re: Construct a Road and Utilities on a Portion of Public Right of
Way Known as Garfield Street, Jefferson County Public Works
2. HEARING NOTICE re: Surface Transportation Block Grant(STBG) Fund Project Award
Process; Hearing convened by the STBG Selection Committee will be held Virtually in a Go-to-
Meeting regarding the STBG Program 2022 to 2025 Call for Projects and Public Meeting for the
Jefferson County Regional Allocation is Scheduled for Thursday, September 30, 2021 at 10:00
a.m.; Jefferson County Public Works

3. HEARING NOTICE re: Conservation Futures Applications for 2021; Hearing Scheduled for
Tuesday, September 7, 2021 at 10:30 a.m. in the Commissioners' Chambers at the Jefferson
County Courthouse, 1820 Jefferson Street, Port Townsend, WA(Virtual Meeting); Jefferson
County Environmental Public Health(Amended to include detailed virtual meeting information)
4. AGREEMENT, Supplemental No. 1 re: Safe Routes to School Program, State Route(SR) 116
and Cedar Avenue Pedestrian/Bike Improvement Project, Project No. 1802057, County Road

13. Payment of Jefferson County Vouchers/Warrants Dated August 16, 2021 Totaling
$678,400.12 (Records of all claims submitted for payment along with vouchers approved and signed by the Board
of Jefferson County Commissioners are retained by the Jefferson County Auditor and Public Works Department.)
PROCLAMATION re: Proclaiming the Week of August 23,2021 as Jefferson
County Employee Recognition Week: After all three Commissioners read aloud the proclamation,
Commissioner Eisenhour moved to approve the proclamation proclaiming the Week of August 23, 2021
as Jefferson County Employee Recognition Week. Commissioner Brotherton seconded the motion
which carried by a unanimous vote.
PROCLAMATION re: Proclaiming September 2021 as the Olympic Peninsula Eat
Local First Month: Washington State University (WSU)Jefferson County Extension Regional Small
Farms Program Coordinator Kellie Henwood was present to explain the concept of eating local. After all
three Commissioners read aloud the proclamation, Commissioner Eisenhour moved to approve the
proclamation. Commissioner Brotherton seconded the motion which carried by a unanimous vote.
WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Allison Berry provided
information on the COVID-19 virus in Jefferson County and Emergency Management Director Willie
Bence provided a situation report.

UPDATE re: Washington State Department of Natural Resources (DNR) 2nd
Quarter County Income Report: DNR Regional Manager Mona Griswold and State Lands Assistant
Drew Rosanbalm, Assessor Jeff Chapman and Treasurer Stacie Prada were present for the update.
Mr. Rosanbalm reviewed the detailed report with the Board and answered questions.
The meeting was recessed at 10:59 a.m. and reconvened at 11:11 a.m. with all three
Commissioners present.
COMMISSIONERS' BRIEFING SESSION: The Commissioners and Interim County
Administrator discussed recent meetings they attended and miscellaneous topics. They decided to table a
conversation about a potential vaccine mandate for employees for the afternoon session.
The meeting was recessed at 11:47 a.m. and reconvened at 1:31 p.m. with all three
Commissioners present.
COUNTY ADMINISTRATOR BRIEFING SESSION: Interim County
Administrator/Central Services Director Mark McCauley reviewed the following with the Board.
• Review of items to discuss
• Discussion re: Request to Approve an Agreement to sell the 7th and Hendricks Property and
request delegation authority for final contract documents: Interim County Administrator
McCauley explained the reason for the request. After discussion, Commissioner Brotherton
moved to approve the Agreement to sell the 7th and Hendricks property to the 7th Hendricks GP
LLC and OlyCAP affiliate and delegate authority to the Interim County Administrator to
approve and sign all the contracts and documents related to the sale on behalf of the County, and
to approve the Chair to sign the document memorializing that delegation. Commissioner
Eisenhour seconded the motion which carried by a unanimous vote.
• Review re: Draft Letter to the Washington State Liquor and Cannabis Commission in Support of
Granting Liquor License for a Local Event: After a brief discussion regarding a request made by
the Chimacum Rock Harvest Event, Commissioner Brotherton moved to approve the letter
asserting Jefferson County has no objection to the Special Event alcohol permit. Commissioner
Eisenhour seconded the motion which carried by a unanimous vote.
• Update re: Housing projects and issues: The Commissioners agreed with moving forward on a
potential Affordable Housing project near the Chimacum School District in coordination with
Habitat for Humanity.
• COVID-19 Vaccination discussion and County Covid Coordination meeting debrief
• Calendar Coordination
• ADDITIONAL BUSINESS: Port Ludlow Drainage District(PLDD); elections: Commissioner
Brotherton explained the need to appoint a member to the PLDD. He proposed appointing Gary
Rygmyer today to Position No. 1, and after he is appointed, Mr. Rygmyer can file for any
position with PLDD he wishes. After discussion, Commissioner Brotherton moved to appoint
Gary Rygmyer to the vacant Port Ludlow Drainage District seat No. 1 position. Commissioner
Eisenhour seconded the motion which carried by a unanimous vote.

• Department of Community Development(DCD); training: The new DCD Director is requesting
closing down the DCD office for one week for intensive training for new employees to address
accuracy and misinformation issues, so they will be better prepared to serve the public. The
Commissioners stated they are in favor of the training.
