As long as you are clear in the system you are using for referring to documents in our file for your communications with
our department, the department should be able to understand the comments. For example, if you want to refer to the
pdf page number of a document in our file, just make clear that is what you are doing.

I've been trying to work with citing to pages of the individual'documents that rna4 up the Application, as you suggest,
but it is a real challenge. Just about every document has paging anomalies. Some pages have no page numbers at
all. Others have page numbers from different sources, or restart in subparts of a document. I'm concerned that the
hearing examiner (or anyone else) will have difficulty finding pages we cite. At minimum, it will be a time-consuming
task, both to create the citation and to find the cite.
For example, try finding "SEPA Att D2, Appendix D, two pages after page 4." It takes time to scroll or leaf through an
88-page document to get to this page, and even then, since it's not numbered, one can't be certain one has found the
intended page. On the other hand, Log Item 39, page 189 of 561, is easy to find.
For another example, try to find "SEPA Att D2, Appendix G, Exhibit 2, 6 pages into the Appendix [not including the cover
page which is labeled page 17 of the 88-page document]." But it's easy to turn to Item 39, page 212/561.
Item 39 IS part of the County record, and DOES contain every document comprising the application (with just three
documents out of order, but that's not a problem when citing to the right page of 561). With the exception of pages 1-2
of Item 39 (the cover letter, which is not included in the Application), Item 39 and the documents listed in the
Application are identical in content.
So I believe it's at least okay to cite to Item 39. But it would be much better if those who will have to wade through all
the comments, including the hearing examiner, indicate in advance their comfort with this optional convention.
For my own convenience, I created an index to the documents listed in the Application, showing their page numbers in
Item 39. I've attached it in case others find it useful.
[It would also be possible to cite to the online pdf-page number of any particular document, but one would have to be
online to find the right page. Only Item 39 has the same page numbers, both online and on paper --because it was fully
paginated before it was posted. That's the advantage of using Item 39.1
I'm sorry to belabor this issue.

Make sure you are using the link I sent you last week, which is different than the link to the log item list of the last two
years. The link I sent last week clarifies which documents are included in the application currently under review by
DCD, and last week's link breaks the application down by type of document submitted. For example, your comments
could be broken down as follow: Application, page _; JARPA, pages _; Project Drawing, page _; SEPA Att A2,
pages_; etc.

Thanks for sending us the BDN-Smersh application. In order to "be on the same page" as county staff, as well as the
hearing examiner and the applicant, when we are referring to a page in the application, do you recommend:
1) We use the pagination of "Item 39," eg. p. 343/561, pp 17-25/561; OR
2) We identify each piece -part of the application (JARPA, SEPA checklist, etc.) with the page number of that document,
eg. SEPA Checklist p 23. In this case, would it be possible for you to assign each piece -part a letter, A, B, C, ... Y, so
we don't have to write out the whole title every time we refer to a page?
If you can indicate a preferred convention, I think we would all be able to read each other's filings more easily.
