Attachments J1, J2, and J3 are not listed on these two pages so I think the reference you found to J attachments is a typo (page 4; checklist item A.10.A — government approvals). The date of the Corps permit in A.10.A is December 19, 2016. This can be found in SEPA Attachment D2-Cumulative Impacts Supplement 2021 as Appendix G.
