Subject: IDD Group Employment RFP
Statement of Issue: Public Works has worked with Public Health staff and the
Developmental Disability Advisory Board to develop a Request for Proposals for
individuals with Intellectual and Developmental Disabilities (IDD) Group Employment.
Analysis/Strategic Goals/Pro's Et Con's: Public Works has supported IDD Group
Employment for more than three decades as part of the County's recycling program.
Public Works has removed the IDD Group Employment program from the recycling
program and will continue to support it as a stand-alone program within Solid Waste
operations.
Fiscal Impact/Cost Benefit Analysis: Annual costs are estimated to be $50,000 with
revenue for this expenditure derived from the tipping fee for solid waste disposal.
Recommendation: Approve the attached RFP so that Public Works may publish it.

NOTICE TO PROPOSERS
Request for Proposals
for
Supported Employment Program for Individuals with Intellectual and Developmental
Disabilities
Notice is hereby given that the Board of County Commissioners of Jefferson County, State of
Washington, will receive sealed Proposals up until the hour of 10:00 a.m. on Monday, October 11,
2021 at the Office of the County Commissioners, basement level of the Jefferson County Courthouse,
1820 Jefferson Street, P.O. Box 1220, Port Townsend, Washington, 98368, for services supporting
Jefferson County's Solid Waste Program.
Sealed Proposals will be opened and read publicly at 10:30 a.m., or shortly thereafter, on the same
day in the Jefferson County Commissioners Chambers, basement level of the Jefferson County
Courthouse.
Proposals shall be submitted in accordance with the Instructions to Proposers within the RFP Submittal
Package. Detailed specifications are described in the Request for Proposals.
An RFP Package is available upon request by email at acairns@co.jefferson.wa.us
BIPOC and women-owned businesses are encouraged to submit bids in response to this solicitation
and shall not be discriminated against on the grounds of sex, race, color, age, national origin or
disability in consideration of an award of any contract or subcontract. Further, all Proposers are
encouraged to solicit and consider BIPOC and women-owned businesses as potential subcontractors
and material suppliers for this service.
