Subject: Resolution to Create County Project
Little Quilcene River Bridge Replacement, County Road No. 931507
Statement of Issue: Create a county project known as the Little Quilcene River Bridge
Replacement.
Analysis/Strategic Goals/Pro's f Con's: The Little Quilcene River Bridge, located at
Center Road MP 14.62, is classified as structurally deficient, functionally obsolete, and
has load restrictions for single unit trucks. Replacement of this bridge is of high
importance because Center Road is Jefferson County's main north-south route for freight
mobility and the travelling public. Public Works prepared a grant application and
submitted it in February 2021 in response to the WSDOT Local Programs biennial Call for
Bridge Projects. In July 2021 Public Works was awarded funding for this project through
the Federal Bridge Replacement and Rehabilitation (BRR) Program.
Fiscal Impact/Cost Benefit Analysis: The total estimated project cost is $5,623,900.
The Preliminary Engineering and Right of Way phases will be funded at 86.5% BRR and
13.5% Road Fund, and the Construction phase will be funded at 100% BRR provided that
construction funds are obligated by December 2024, which is Public Works' intention.
Therefore, funding will be $5,567,672 BRR and $56,228 Road Fund.
Recommendation: The Board is requested to sign one original of the Resolution to
Create County Project.

IT IS HEREBY RESOLVED that Center Road, County Road No. 931507, from M.P. 14.55 to
M.P. 14.70, be improved as follows:
The Little Quilcene River Bridge Replacement is a transportation improvement project included
in the officially adopted 2021-2026 Transportation Improvement Program (TIP) as Item No. 17.
The existing bridge at this location is classified as structurally deficient and has vehicular load
restrictions. The project will replace this bridge with a new bridge. Jefferson County was
awarded federal funding in July 2021.
This project is hereby declared to be a public necessity and the County Road Engineer is hereby ordered
and authorized to report and proceed thereon as by law provided.
IT IS FURTHER RESOLVED that an appropriation from the officially adopted road fund budget and
based on the County Engineer's estimate is hereby made in the amounts and for the purposes shown:

This project is included in the officially adopted annual road program as Item No. 4.

with R.C.W. 36.81.130.

and W.A.C. 136.18.
