BACKGROUND:
This application was received and accepted by this office on May 9, 1980. The prcaic
was advertised in the Port Townsend Leader on June 25 and July 2, 1980. No pro_ect-.:,
application were received.
The applicant has applied for 47 gallons per minute from a well for a group domest_.:
of 7 homes, 120 trailer spaces, 4 tent sites, a couple of service buildings and a m:nelee
residence.
INVESTIGATION:
I made a field examination on August 13, 1980. The well was drilled and is equipped,
access port.
There is an existing Surface Water Certificate' of. Change. No. 907 in the amount of .05 :uti/:-
feet per second for domestic supply and irrigation of 3 acres which is appurtenant to tiie
property covered under this application.
The applicant, indicated that the existing water right will probably be used in the ope:. ere:area shown on the River Valley View Long Plat, and will therefore not be considered under
this new application.
The property covered under this application is relatively undeveloped except for paei:ute a*:•.'.
a farm; the majority of the property will be left natural for a recreational vehicle
park.
Norval water demand for 7 homes in this area would be about 450gallonsTlo-.

3.6 acre-foot figure is based ona 25.gallon per day per service average demand.
CONCLUSION:
In accordance with Section 90.03 and 90.44 RCW,, I find that there is water available
for appropriation from the source in question and that the appropriation as recommendc:C
is a beneficial use and will,:not .impair existing rights or be detrimental to the public
welfare. Therefore, permit should issue subject to existing rights and indicated pravisiun. .

Based on the above I .recommend that this application be approved for 47 gallons pee minuez
on a continuous basis not to exceed 7.1 acre-feet annually for group domestic supply of

The access port shall be maintained at all times.
Use of the waters to be appropriated under this application will be for a public water ply. State Board of Health rules require every owner of a public water supply to obtain-
written approval from the Water Supply and Waste Section, .Department of Social and :feel
Services, Mail Stop LD 11, Building 4, Olympia., Washington, 98504, prior to a.:_~struction or alterations of a public water supply.
Applicant is advised that notice of proof of appropriation of water (under which final ce. -
tificate of water right issues) should not be filed until., the permanent diver,ion,
have been installed together with a mainline system capable of delivering the reco::mendvd
quantity of water to an existing or proposed distribution system within the area to be
served.
