Subject: Briefing of the draft 2022-2027 Six-Year Transportation
Improvement Program (TIP), Annual Construction Program, and
2021 Bridge Condition Report
Statement of Issue:
Public Works will brief the County Administrator and Board of County Commissioners
of the upcoming public hearing and proposed adoption of the 2022-2027 Jefferson
County Six-Year Transportation Improvement Program (TIP).
Analysis / Strategic Goals / Pros Et Cons:
RCW 36.81.121 requires the annual adoption of a six-year transportation improvement
program after holding a public hearing. The purpose of the law is to "assure that each
county shall perpetually have available advanced plans looking to the future for not
less than six years as a guide in carrying out a coordinated transportation program"
(RCW 36.81.121(1)). Per RCW 36.81.130, the county engineer shall submit a
recommended annual construction program, which is the first year of the TIP. Also as
required by WAC 136-20-060, the county engineer shall furnish the authority with a
written report of the annual bridge inspection findings.
Fiscal Impact / Cost-Benefit Analysis:
There is no direct cost related to the briefing. Fiscal impact is evaluated through the
bi-annual budgeting process including adoption of an Annual Roads Program.

Discussion item, no action required.
