HomeMy WebLinkAbout092721ca05 �L 4 • - RAFT �`S�II tiGC� MINUTES Jefferson County Board of Commissioners Regular Meeting — September 13, 2021, 9:00 a.m. Jefferson County Courthouse— Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA CALL TO ORDER: Chair Kate Dean, Commissioner Greg Brotherton and Commissioner Heidi Eisenhour participated in the meeting remotely. Chair Dean called the meeting to order at the appointed time. PUBLIC COMMENT PERIOD: The following is a summary of comments made virtually by individuals in attendance at the meeting and reflect their personal opinions: • Comment regarding the vaccine causing heart issues in young adults, and those being discriminated for not choosing to get the new COVID-19 vaccine. • Comment regarding a Commissioner's use of the carrot and stick analogy, and vaccine information. • Comment regarding disagreement with those against the vaccine, and the County's Social Media Policy. • Comment regarding the County's Facebook page where people for and against the vaccine are making comments. The Commissioners and Interim County Administrator addressed comments and concerns raised during the Public Comment Period. Commissioner Eisenhour responded to written public comment received. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Brotherton moved to approve the items on the Consent Agenda as presented. Commissioner Eisenhour seconded the motion which carried by a unanimous vote. 1. RESOLUTION NO. 55-21 re: Create County Project for SR 19 Rhody Drive Ped; Bike Improvements; South Segment; Jefferson County Public Works 2. CALL FOR BIDS re: Intellectual and Developmental Disabilities (IDD) Group Employment Request for Proposals (RFP); Bids Accepted Until 10:00 a.m. on Monday, October 11, 2021 in the Commissioner's Chambers at the Jefferson County Courthouse, 1820 Jefferson Street, Port Townsend, WA. (Virtually) 3. AGREEMENT re: Jefferson county Courthouse Roof Repair; In the Amount of$10,000; Jefferson County Central Services, Facilities; Cornwell Consulting Group, LLC 4. AGREEMENT re: IAA22135; Children Served by Court-Appointed Special Advocates/ Guardians Ad Litem(CASA/GAL) funds; In the Amount of$41,530; Jefferson County Juvenile Services; Washington State Administrative Office of the Courts (AOC) 1 Commissioners Meeting Minutes of September 13, 2021 F ` F 5. AGREEMENT re: Right of Entry Permit and License; No Amount; From September 1, 2021 through December 31, 2023; Jefferson County Public Health; Rayonier Operating Company, LLC 6. AGREEMENT re: Individual Supported Employment Services; July 1, 2021 through June 30, 2022; In the Amount of$161,256; Jefferson County Public Health; Cascade Community Connections 7. MOTION TO ADOPT re: Dive Safety Manual; Jefferson County Marine Resources Committee 8. Payment of Jefferson County Payroll Warrants Dated 09/03/21 Totaling $955,106.96 and A/P Warrants Done by Payroll Dated 09/02/21 Totaling $847,111.92 (Records of all claims submitted for payment along with A/P Warrants approved by the Payroll Services Manager are retained in the Jefferson County Auditor's Office) COMMISSIONERS' BRIEFING SESSION: The Commissioners discussed recent meetings they attended. WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Allison Berry provided information on the COVID-19 virus in Jefferson County and Emergency Management Director Willie Bence provided a situation report. Newly appointed Public Health Director Apple Martine provided a quick briefing on Jefferson County's Public Health situation. The meeting was recessed at 10:33 a.m. and reconvened at 10:37 a.m. with all three Commissioners present. EXECUTIVE SESSION: An Executive Session was scheduled from 10:30 a.m. to 12:00 p.m. Chair Dean announced that the Executive Session will be held from 10:38 a.m. to 12:00 p.m. with the Interim County Administrator/Central Services Director and Prothman Representative to Evaluate the Qualifications of Applicants for Public Employment, exemption RCW 42.30.110(1)(g) as outlined in the Open Public Meetings Act. The Board concluded the Executive Session and resumed the regular meeting at 12:00 p.m. The meeting was recessed at 12:00 p.m. and reconvened at 1:30 p.m. with all three Commissioners present. DISCUSSION re: Authorization and Concurrence re: Big Quilcene Floodplain; K. Ward Parcel: Natural Resources Program Manager Tami Pokorny briefed the Board on request regarding the Quilcene Floodplain. After discussion, Commissioner Brotherton moved to approve an authorization and concurrence document regarding the Big Quilcene Floodplain, K. Ward parcel. Commissioner Eisenhour seconded the motion which carried by a unanimous vote. COUNTY ADMINISTRATOR BRIEFING SESSION: Interim County Administrator/Central Services Director Mark McCauley reviewed the following with the Board: • Briefing re: Peninsula Housing Authority; history and programs • Continued Briefing re: Washington Counties Risk Pool (WCRP); Chief Civil Deputy Prosecuting Attorney Philip Hunsucker briefed the Board on seeking additional policies offered through WCRP 2 Commissioners Meeting Minutes of September 13, 2021 DRAFT The meeting was recessed at 3:23 p.m. and reconvened at 3:30 p.m. with all three Commissioners present. COUNTY ADMINISTRATOR BRIEFING SESSION: Interim County Administrator/Central Services Director Mark McCauley reviewed the following with the Board. • LETTER re: Stronger Towns Apple Cider Festival liquor permit request; After discussion, Commissioner Brotherton moved to approve sending a letter to the Washington State Liquor and Cannabis Board in support of Stronger Towns [Apple Cider Festival] as presented, and have Chair Dean sign the letter. Commissioner Eisenhour seconded the motion which carried by a unanimous vote. • American Rescue Plan Act(ARPA); Mason County PUD No. 1 request: Interim County Administrator McCauley will reach out to OlyCAP regarding their assistance to Brinnon residents • Review of items to discuss • Mill Road update • 7th Haven update • Jefferson Community School (JCS) update • Redistricting update • Commissioners Briefing Session—continued • Calendar Coordination • County Covid Coordination upcoming meeting; questions regarding employee vaccination NOTICE OF ADJOURNMENT: Chair Dean adjourned the meeting at 4:41 p.m. until the next regular meeting or special meeting as properly noticed. Jefferson County Commissioner/Chair Kate Dean, Commissioner Heidi Eisenhour, and many other Commissioners and County Officials across Washington State were in attendance. DISCUSSION with Other Washington State Counties and Washington State Association of Counties (WSAC) Staff: The participants of the meeting discussed various County issues. NOTICE OF ADJOURNMENT: The meeting was adjourned at 12:57 p.m. by Washington State Association of Counties staff. The Commissioners addressed the one comment received during the Public Comment Period and written comments received. Payment of Jefferson County Payroll A/P Warrants Done by Payroll Dated September 9, 2021 Totaling $141,934.76 (Records of all claims submitted for payment along with A/P Warrants approved by the Payroll Services Manager are retained in the Jefferson County Auditor's Office) COMMISSIONERS' BRIEFING SESSION: The Commissioners and Interim County Administrator discussed recent meetings they attended and miscellaneous topics. WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Allison Beny provided information on the COVID-19 virus in Jefferson County and Emergency Management Director Willie Bence provided a situation report. The meeting was recessed at 10:32 a.m. and reconvened at 10:41 a.m. with all three Commissioners present. COMMISSIONERS' BRIEFING SESSION- Continued: The Interim County Administrator provided a debriefing of a recent County Administrator's Conference. The Commissioners reviewed upcoming meetings and miscellaneous topics such as water rights. The meeting was recessed at 11:37 a.m. and reconvened at 1:31 p.m. with all three Commissioners present. COUNTY ADMINISTRATOR BRIEFING SESSION: Interim County Administrator/Central Services Director Mark McCauley reviewed the following with the Board: • Burn Ban; partially lifted BRIEFING re: Washington State Department of Ecology Grant Opportunities: Department of Community Development(DCD) Director Brent Butler, Interim Planning Manager David Johnson and Associate Planner Donna Frostholm were present for the briefing. Director Butler explained that Ecology has one grant opportunity through the Flood Control Account Assistance Program and two grants through a Shoreline Master Program Pilot Program. Associate Planner Frostholm reviewed a proposed budget and noted that some of the costs will be mitigated through grants. After discussion on DCD's request to pursue grant funding, Commissioner Brotherton moved to support DCD in applying for the three grants. Commissioner Eisenhour seconded the motion. Chair Dean noted that she does not believe that Departments need to obtain Board approval when seeking grants. Interim County Administrator Mark McCauley stated that DCD will need support from the County's General Fund, so it made sense to have DCD do a presentation and seek support. Chair Dean called for vote on motion.
