County of Jefferson
In the Matter of an Intent to Privatize all or a
portion of Community Based Drug and
Alcohol Services
RESOLUTION NO 9-98
WHEREAS, Chapter 70.96A, RCW prescribes local government alone, or in
cooperation with other local governments and/or private agencies, shall participate in programs to
treat and rehabilitate alcoholics and other drug addicts; and,
WHEREAS, Jefferson County has staffed and maintained a Substance Abuse Program
as a division of the Department of Health and Human Services; and,
WHEREAS, Jefferson County has reviewed the level of services provided by said
program and the availability and capacity of private treatment providers to provide all or a portion of
the services currently offered; and,
WHEREAS, it has been determined that all or a portion of said services can be
provided by the private sector.
NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners that
Jefferson County intends to privatize all or a portion ofthe services provided by the Jefferson County
Community Alcohol-Drug Treatment Center, while maintaining service delivery oversight,
community involvement and program planning.
BE IT FURTHER RESOL VED, said privatization shall occur in a timely fashion in
order that the transition to private sector provider(s) will be without disruption to program .
participants, local agencies and organizations dependent on said services.
