HomeMy WebLinkAboutFinancial Manager JOB DESCRIPTION Position: FINANCIAL MANAGER Department: Public Health Annual Hours Worked: 2080 BBP: No Exempt Salary System Grade: 18 FLSA: Exempt-Administrative UNION: Exempt Approved by: Human Resources Manager t h = / Approved date: September 2021 1.0 MAJOR FUNCTION AND PURPOSE 1.1 Persons in this position are responsible for organizing, planning,managing,coordinating and directing the Financial Division of Public Health. 2.0 SUPERVISION RECEIVED 2.1 Persons in this position are given significant discretion,within the scope of policy and regulations, in the routine performance of their duties; supervision and guidance are received from the Deputy Director. 3.0 SUPERVISION EXERCISED 3.1 Person in this position supervises subordinate positions including Financial Support Specialists and Financial Operation Coordinators. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. 4.0 SPECIFIC DUTIES AND RESPONSIBILITIES 4.1 Apply considerable knowledge of general and municipal accounting and double entry bookkeeping procedures to work situations. Requires a working knowledge of accounting and bookkeeping principles and ability to prepare difficult or involved audits,balances,financial analysis, annual reports and other important financial statements. 4.2 Prepares and maintains a variety of financial summaries, complex worksheets and special reports on both a special and recurring basis for project managers and management. Participates in various research projects and special assignments as directed. 4.3 Responds to inquiries routed from other departments, outside agencies, or the general public, supplying information which is known and available. 4.4 Continually analyzes the financial systems in the department to develop and implement improvements in the accounting system or its procedures. Carries out difficult or involved balances, verifications, reconciliation's and audits as required to assure completeness and accuracy of records and summaries of financial transactions and develops procedures to this end. Jefferson County Job Description: Public Health Financial Manager Page 2 of 4 4.5 Ability to manipulate data to enter, update, display or report information using the county's financial database. 4.6 Ensure compliance with Federal, State, and County standards,procedures and policies.Evaluate time lines, staffing and production levels. Ensures tasks are completed properly. Work with directors, managers, supervisors and staff to accomplish tasks and set minimum standards. Work with other divisions to assure work performed is within time lines and established goals. 4.7 Oversees accounts receivable, accounts payable and payroll process including processing receipts of revenues,and payment of expenditures and payroll. Audits all claims to ensure conformity with Generally Accepted Accounting Principles(GAAP)and County policies; provides on-going assistance to all Public Health divisions, programs,and various associated funds with procedural and general accounting questions. 4.8 Budget: Participate as a team member for the annual preparation of the Public Health budget which includes all funds managed by Public Health. Work includes payroll and benefit projections; revenue and expenditure projections; procedural planning; collation and input; available as an information resource for all Public Health divisions,programs, and funds. Works with other county departments in planning and budgeting for equipment and capital outlay expenditures for year. 4.9 Annual and monthly financial statements: preparation of yearend financial statements to annual County financial reports for all Public Health divisions and funds through general ledger accounting to 1) present full disclosure of the financial position and results of operations, and 2)determine and demonstrate compliance with finance related legal and contractual requirements. 4.10 Support the development,coordination and management of Federal and State grants and other financial assistance programs for all Public Health divisions.Provide information to assist with preparation of grant application,negotiation of terms of grant agreements, creation or approval of grant application and contract budgets, apply for budget and scope of work amendments,prepare or review reimbursement requests,receive grant reimbursements. 4.11 Coordinates and cooperates with outside auditors as required during periodic audits of the Counties and Public Health financial records including specific program audits. 4.12 Receives, interprets, and acts upon administrative or legislative changes as they apply to the area of responsibility. 4.13 Perform other tasks as directed. 5.0 REQUIRED KNOWLEDGE AND ABILITIES 5.1 Ability to read, analyze, and interpret common scientific and technical journals,policy and regulations, and legal documents.Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.Ability to write speeches and articles for publication that conform to prescribed style and format.Ability to effectively present information to top management,public groups, and/or boards of directors. 5.2 Ability to apply mathematical concepts.Ability to apply concepts such as fractions,percentages, ratios, and proportions to practical situations. Jefferson County Job Description: Public Health Financial Manager Page 3 of 4 5.3 Ability to define problems, collect data,establish facts, and draw valid conclusions.Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. 5.4 Knowledge of Federal, State and County policies and regulations affecting area of responsibility. 5.5 Ability to develop, improve, and install accounting and bookkeeping procedures and systems in the interest of efficiency, effectiveness and standardization. 5.6 Must have cognitive ability to accurately search columns of numbers in small print for errors,data entry,and related purposes. 5.7 Knowledge of project and grant management accounting and reporting. 5.8 Ability to use a typewriter,personal computer and software computer terminal, calculator, and other office equipment standard to areas of assignment and to adapt to new and/or modified equipment which may be acquired. 5.9 Demonstrated successful supervisory and managerial experience is preferred. Implement and maintain sound organizational practices. 5.10 Maintain a high standard for accuracy,completeness, and efficiency in the preparation of reports and budgets.Independent and self-motivated to complete required deadlines while simultaneously completing other tasks. 5.11 Ability to establish and maintain cooperative working relationships with other County departments, and outside agencies. 5.12 Maintains confidentiality, as needed, of sensitive draft financial information. Maintains HIPAA Compliance. 5.13 Knowledge of Generally Accepted Accounting Principles(GAAP)and governmental accounting practices and techniques including the Washington State Budget and Recording System procedures (BARS). 5.14 While performing the duties of this job,the employee is frequently required to talk or hear, sit and use hands to finger,handle,or feel objects,tools, or controls. The employee is occasionally required to climb or balance; and stoop,kneel, crouch,or crawl; stand;walk; and reach with hands and arms. 5.15 Good health and good physical condition,appropriate to the position. The employee must occasionally lift and/or move up to 50 pounds. Specific vision requirements include: close, distance, color,peripheral,depth perception,the ability to adjust focus, and the ability to read small print. 6.0 MINIMUM QUALIFICATIONS 6.1 Bachelors(BA)degree in accounting or business related field. OR Associate's degree(AA)or equivalent from a two-year college or technical school in accounting or related field, and two(2)years'experience in governmental accounting may be substituted for the Bachelor's degree. OR Jefferson County Job Description: Public Health Financial Manager Page 4 of 4 Eight(8)years' experience in progressively responsible accounting positions supplemented by course work in accounting or governmental accounting,may be substituted for the Bachelor's degree. AND In addition to the above, a minimum of five(5)years'experience in progressively responsible accounting positions;with at least one(1)year as manager of discrete work unit including direct responsibility for performance of a team and/or individual subordinates is required. 6.2 Ability to successfully complete various required training classes and obtain certificates necessary for functional skills performance, maintenance and improvement. 7.0 DESIRABLE QUALIFICATIONS AND ABILITIES 7.1 Familiarity with tools, instruments, equipment and techniques commonly used in the performance of related tasks. 7.2 Ability to quickly grasp new techniques,deal with rapid changes in events,remain calm in stressful situations, relate to various personality styles in a calm, professional manner. 7.3 Understands the need for maintaining confidentiality of sensitive information. 7.4 Knowledge of fund accounting,payroll laws and procedures, and Generally Accepted Accounting Principles(GAAP). 7.5 Assure efficient and effective utilization of volunteers and department personnel, funds, materials, facilities,and time. 7.6 Knowledge of computers and skill in the use of spreadsheets,databases and other computer software applications. 8.0 WORK ENVIRONMENT 8.1 The noise level in the work environment is usually moderate.
