Rd. No. 637109 WSDOT Project No. HLP-SR19(006) Statement of Issue: In accordance with RCW 36.77.010, the Board is asked to approve the Contract Plans for the SR 116 and Cedar Ave. Pedestrian/Bike Improvement project, County Project No. 1802057. The Board is also asked to approve the Call for Bids. Analysis/Strategic Goals/Pro's Et Cons: This project is included in the 2021-2026 Transportation Improvement Program and Annual Construction Program as Item No. 3. This project will be advertised for a period of two (2) weeks. Execution of the Call for Bids will allow for the advertisement of this project for construction. Fiscal Impact/Cost Benefit Analysis: The Engineer's Estimate is $526,130.47. This project is fully funded by a WSDOT Safe Routes to School Program grant. Recommendation: Public Works requests that the Board sign the title page of the Contract Plans and authorize the chair to sign the one (1) original Call for Bids where indicated, and return both to Public Works (attn. John Wayand). Department Contact: John Wayand, Project Manager, 385-9377 Reviewed By: Mark McCauley nterim County AdministAtor 6atef NOTICE TO CONTRACTORS CALL FOR BIDS SR 116 and Cedar Avenue Pedestrian/Bike Improvements County Project No. 1802057 Notice is hereby given that the Board of County Commissioners of Jefferson County, State of Washington, will receive sealed bids up until the hour of 10:00 a.m. on October 25, 2021 at the Office of the County Commissioners, basement level of the Jefferson County Courthouse, 1820 Jefferson Street, P.O. Box 1220, Port Townsend, Washington, 98368, for construction of the SR 116 and Cedar Avenue Pedestrian/Bike Improvement, County Project No. 1802057. Sealed bids will be opened and read publicly at 10:30 a.m., or shortly thereafter, on the same day in the Jefferson County Commissioners Chambers, basement level of the Jefferson County Courthouse. This contract provides for the improvement of Cedar Avenue, M.P. 0.03 to M.P. 0.42 by construction of concrete sidewalk, curb & gutter, ADA curb ramps, crosswalks, bicycle lanes, pedestrian lighting, stormwater facilities, and a bus pullout; a Multi -use Path with pedestrian lighting from Cedar Avenue to the Chimacum Creek Primary School; a concrete sidewalk from Cedar Avenue to the Jefferson County Library; and installation of two Rectangular Rapid Flashing Beacons on SR 116 at the Chimacum Creek Primary School entrance, and other work, in Jefferson County near Port Hadlock, Washington, all in accordance with the attached Contract Plans, these Contract Provisions, and the Standard Specifications. The Engineers Estimate is $526,130.47. Bids shall be submitted in accordance with the plans and specifications on file at the Department of Public Works, 623 Sheridan Street, Port Townsend, Washington, where copies may be obtained by prospective bidders. Printed copies and/or electronic copies may also be obtained by emailing pubworks(a_co.lefferson.wa.us or by calling (360) 385-9160. Each bid shall be accompanied by a surety bond, postal money order, cash, cashiers check or certified check payable to the Treasurer of Jefferson County in the sum of five (5%) percent of the bid amount, to be forfeited to Jefferson County by the successful bidder if he/she fails to enter into a contract and file an acceptable surety bond in the amount of 100% of the contract price within ten calendar (10) days of the award. The Board of County Commissioners reserves the right to reject any and all bids, and to accept the bid deemed most advantageous to Jefferson County, and to waive all informalities in the bidding. The Jefferson County Public Works, in accordance with the provisions of Title VI of the Civil Rights Act of 1964, (78 Stat. 252,42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
