HomeMy WebLinkAbout100421ca10 615 Sheridan Street Port Townsend, WA 98368 defroson www.JeffersonCountyPublicHealth.org Consent Agenda Public Healt JEFFERSON COUNTY BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST TO: Board of County Commissioners Mark McCauley, Interim County Administrator FROM: Apple Martine, Public Health Director Brent Butler, Director, Community Development Pinky Mingo, Director, Environmental Public Health and Water Quality DATE: October 4, 2021 SUBJECT: Brinnon Water Consolidation with PUD STATEMENT OF ISSUE: Brinnon has a number of small lots that do not meet minimum land area requirements for installation of a septic system. Properties that do not meet minimum land area requirements can only have one waiver, and this would be the minimum land area waiver. This impacts property owners because they may need more than one waiver, for example: a waiver from setback to a foundation; waterline; drainage systems; etc. Developing a public water system would allow some owners with substandard lots the opportunity to install a septic system provided they meet all other requirements (including setbacks), and only need a waiver from the minimum land area. Although the cost of connecting to a public water system may create a financial burden to some property owners, the Department of Commerce and U.S. Department of Agriculture have offered grants that the County could apply for to assist individual property owners in connecting to public water. These include: • USDA Rural Development'Section 504'loans- For low-income individuals over 62 years old • CDBG 'direct benefit' funding — County would apply for funding for individuals whose income meets requirements Community Health Environmental Public Health Developmental Disabilities 360-385-9444 360-385-9400 (f) 360-379-4487 360-385-9401 (f) Always working for a safer and healthier community JCPH has had numerous complaints of inadequate sewage disposal in the area and supports the development of a public water system that will enhance environmental health. We have collaborated with Jefferson County Public Utilities District (PUD), who would be the water purveyor and would hire a consultant to conduct community outreach and a feasibility study focused on consolidating water rights in the Brinnon area for development of a public water supply. The consolidation report would include: System Analysis; Feasibility Assessment; and Financial Considerations JCPH supports the development of a public water supply in Brinnon. ANALYSIS/STRATEGIC GOALS/PRO'S and CON'S: The Department of Commerce has limited grant funds, but these are competitive and do not open until March of 2022 and there is no guarantee we would receive funding for this project. FISCAL IMPACT/COST BENEFIT ANALYSIS: We are requesting that Jefferson County pay half of the cost of conducting a water consolidation study of the Brinnon wells, estimated at $75,000. Jefferson County's cost is estimated at $37,500. RECOMMENDATION: Approve the request for Jefferson County to pay half of the cost of conducting a water consolidation study of the Brinnon wells, estimated at $37,500.
