FINALISTS FOR COUNTY ADMINISTRATOR POSITION TO ADDRESS THE PUBLIC, COMMISSIONERS
The Jefferson County Board of Commissioners will interview three finalists for the County
Administrator position at a special meeting to be held on Friday, October 8, 2021. The public is
invited to join a live presentation of the candidates online from 2:00 – 3:30 pm. Candidates will
present their vision for the future of rural Counties in the next 5-10 years, and answer questions as
time allows. This meeting will be held via the virtual Zoom platform, or via livestreaming service
online.
The County Administrator position serves many of the Executive functions of County government.
The position, appointed by the elected County Commissioners, serves to implement policy set by the
Board of Commissioners. “We are excited to bring new leadership at this time of change and
uncertainty in the County,” said Chair of the Board of County Commissioners Kate Dean. “We hope
to find an applicant with a shared vision of innovation and livability for our unique, rural County.”
Various community stakeholders will take part in small group interviews throughout the day, but
due to Covid, capacity is limited to minimize risk of transmission. The virtual presentations in the
afternoon will allow the public to hear from the finalists. “This is a challenging time to provide the
kind of public, transparent process that we like to see when hiring an important position such as
this,” said Chair Dean.
The Commissioners may or may not pick a desired candidate for the position at the end of the
special meeting.
Finalists for the position include:
Martin Casey was most recently City Manager for the City of Sunnyside, Washington. Prior to that,
he was the Director of the Central Services Department at Thurston County, Washington from 2013-
2018. He was with the State of Washington from 1997-2013, where he started with the Human
Rights Commission and subsequently served in management and leadership positions in the
Departments of Early Learning, General Administration, and Enterprise Services. Mr. Casey has
Master’s Degree in Political Science from the University of California, Santa Barbara, and a
Bachelor’s Degree in International Relations from the University of California.

Richard Kuhns has been the County Administrative Officer for Trinity County, California, since 2017.
He was concurrently Regional Director of the Shasta, Siskiyou, Trinity, Modoc County Housing
Authority and Executive Director for the Shasta County Community Action Agency from 2006-2017.
He has also been a Psychologist in private practice and for county government. Earlier in his career,
he was the Director of the Office of Emergency Services for Del Norte County, California. Mr. Kuhns
has a Doctorate in Psychology from California Southern University, a Master’s Degree in Behavioral
Science from California State University, Dominguez Hills, and a bachelor’s degree in Business
Management from Brigham Young University.
Ethan Raup has been with KEXP, a public radio station in Seattle, since 2014, and is currently the
Chief Operating Officer and Chief of Staff. Prior to that, he was Director of Policy & Operations at the
City of Seattle, reporting directly to the Mayor, from 2010-2014. During his career, Mr. Raup’s other
experiences include serving King County from 1998-2003 as Deputy Chief of Staff and also Director
of the Office of Regional Policy & Planning. He was employed at the City of Seattle from 1994-1998
serving as Special Assistant to the Mayor. He has a Master’s Degree in Sociology of Law from
Cambridge University in the UK, and a Bachelor’s Degree in History and Political Science from Brown
University.
