SUBJECT: 2021 Redistricting plans and draft maps
STATEMENT OF ISSUE:
Redistricting is the process by which new congressional and state legislative district boundaries are drawn. As part of
redistricting counties redraw Commissioner districts and precincts.
I have been working with our Elections Coordinator, Quinn Grewell, and GIS Analyst,Kevin Hitchcock,to:
1. Develop the plan and timeline included here.
2. Create the five Commissioner District alternatives depicted in the attached maps.
3. Consult with and include other districts and interested parties in Jefferson County.
We have considered and applied the following State criteria for redistricting outlined by state law(RCW
29A.76.010(4) in developing these alternatives:
(a) Each internal director, council,or commissioner district shall be as nearly equal in population as possible to each
and every other such district comprising the municipal corporation, county, or special purpose district.
(b) Each district shall be as compact as possible.
(c) Each district shall consist of geographically contiguous area.
(d) Population data may not be used for purposes of favoring or disfavoring any racial group or political party.
(e) To the extent feasible and if not inconsistent with the basic enabling legislation for the municipal corporation,
county, or district,the district boundaries shall coincide with existing recognized natural boundaries and shall,to
the extent possible, preserve existing communities of related and mutual interest.
Here is our redistricting timeline:
July 8, 2021: Send survey to junior and special districts to solicit their plans
August 26: Legacy format Census data available
September 16: Elections coordinator met with Democrat and Republican party leaders to review process
and solicit feedback and input
September 30: Final Census data available. GIS develops five commissioner district alternatives
October 11: BOCC agenda item: Briefing on redistricting process,public engagement, review 5
alternatives, select 3 for public review
October: Two public notices for Public Meeting with other elected officials
Post 3 alternatives to website
Provide options for public comments including Oct meeting&Dec hearing
October 26: Public Meeting-with BOCC, Port of PT&PUD Commissioners, review 3 alternatives
November 2: General election
Post-election: Revise and review district proposals and finalize three alternatives
November: Two public notices of public hearing
November 15: Congressional District/Legislative District redistricting deadline(Deadline for
jurisdictions that DO NOT elect members of their governing body in 2022 for example:
City of Port Townsend, School Districts,Fire Districts, etc.)
Early December: Public hearing to review three finalized options
Mid-late December: Selection of preferred commissioner district alternative
Commissioners adopt revised districts at a Monday meeting
December 31: Deadline for jurisdictions that DO elect members of their governing body in 2022 for
example: County, Legislative, PUD, etc.
January-April 2022: Implement and update changes—
• Precinct balancing
• Public hearing for precinct review
• Election info management&Electionware systems
• Update online maps and GIS layer
May 2: Deadline for updated precincts
ANALYSIS:
Population growth by district: The 2020 Census determined that the population of Jefferson County is 32,977 and
grew 3,105 from 29,872 in 2010. Here are the details of population growth by Commissioner District based on the
2020 Census:

2010: 9,958 2010: 9,906 2010: 10,008
2020: 10,987 2020: 11,114 2020: 10,876
Increase: 1,029 Increase: 1,208 Increase: 868
Precincts: Subsequent to our Commissioner District re-drawing process the County Auditor will redraw precinct
boundaries. In Washington State, law requires precincts to be no larger than 1,500 active registered voters. Jefferson
County currently has 27 precincts. County Auditors are responsible for keeping precincts balanced, adjusting precinct
boundaries, and ensuring that precincts lines are contiguous and don't straddle other district lines. While precinct
maintenance can occur annually,the decennial redistricting process often requires significant changes,rather than
small adjustments. We have included analysis of precinct implications for each of the five alternatives we are
considering today.
FISCAL IMPACT:
Costs of these redistricting activities are being absorbed in existing duties of Quinn, Kevin and myself. Costs
associated with the resulting redrawn Commissioner Districts and Precincts will be part of election activities.
RECOMMENDATION:
Review, discuss and then select three of these five alternatives,taking into consideration the criteria shared above,to
share with our Port and PUD Commissioner colleagues in a public session on October 26 from 5 to 6:30PM via Zoom.
