In the Matter Of Establishing
Objectives Related to Growth
Management Act [RCW 36,70A.130]
Required Plan Review
Resolution No. 21-03
WHEREAS, Jefferson County is a jurisdiction planning under the Growth Management
Act (or "GMA"), as codified at RCW 36,70A, and;
WHEREAS, the Jefferson County Board of Commissioners (the "Board') adopted a
Comprehensive Plan ("the Plan"), as required by Ch. 36,70A RCW, on August 28, 1998, and;
WHEREAS, in furtherance of the Plan, the County adopted its Growth Management Act
derived development regulations, known locally as the Unified Development Code (or "UDC"), on
December 18, 2000, and;
WHEREAS, the GMA requires at RCW 36.70A.130, that each jurisdiction's Plan and
development regulations shall be subject to continuing review and evaluation and;
WHEREAS, the Washington State Legislature established a schedule for County
compliance with the substantive provisions of RCW 36. 70A.130 requiring Jefferson County to
review said Plan by December 1, 2004, and;
WHEREAS, Engrossed Substitute Senate Bill 5659 (a bill that is part of the 2003
legislative session) would amend RCW 36.70A.130 by moving Jefferson County's amendment
deadline from December 1, 2004 to December 1, 2005, and;
WHEREAS, Jefferson County supports this amendment based on the fact that the
County Plan was adopted in 1998 and the UDC was adopted in 2000 and the County has
substantively addressed the amendments that have occurred to the GMA since 1991, including
the requirement for the use of "Best Available Science," through these instruments and;
WHEREAS, regardless of the final deadline Jefferson County endeavors to achieve
compliance with the GMA;
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners that
Jefferson County intends to comply with the requirements of the Growth Management Act
contained ¡:¡t RqW 36~70A.130 related to the "GMA Update" as it exists currently or as it is
