RESOLUTION NO. 38-03
WHEREAS, requests have been made on behalf of various Jefferson County Funds for budget
appropriations and extensions for their 2003 budgets due to additional revenues and expenditures, which were not
anticipated at the time of preparing said budgets, and budget extensions to allow expenditures of unanticipated
reimbursements received from fees, or grants from the State and Federal government, or proceeds from the sale of
bonds; and
WHEREAS, it appears to the Board of County Commissioners that a need and emergency exists that
could not have been foreseen or contemplated at the time of preparing the budgets for 2003. The following identified
revenue and expenditure amounts are to be added to the funds. Expenditure amounts over any revenues listed are
needed for appropriation from the unencumbered balances and extension of the fund budgets listed:

NOW, THEREFORE, BE IT RESOLVED, that an emergency is hereby declared, and that extensions
be made for the above noted funds.
BE IT FURTHER RESOL VED, that a public hearing be held on the said emergency extensions and
that said hearing be held in the County Commissioners' Chambers, Courthouse, Port Townsend Washington, on the
4th day of August, 2003, at the hour of 10:05 a.m., and that notice of said hearing be published in the official
newspaper of Jefferson County, and that at said hearing any interested taxpayer may appear and be heard for or
against the extensions for such alleged emergency.

allocated is insufficient to pay necessary expenses of this department for this year. After a careful

future needs, I find that my budget is short. Therefore, I request an emergency appropriation and
budget extension in the amount of $ 65.000 for this current year for the reason(s) outlined below.

RE: Real Estate Purchase- Closing Costs
We are on schedule for a closing date of July 15, 2003 on the Olympic Property Group
land at SR 19 and SR 104. Jefferson Title received the mortgage release documents from
OPG as well as the 1031 Exchange documents.
We will fax a copy of the access and utility easement description to OPG for their review
and approval, and then make reservation for it on the deed. As we previously discussed
with them, the easement will extent a maximum of 60' south from, the northern property
boundary and be 60 feet in width. Jefferson County will determine the exact location of
the easement at a later date.
Attached is the review settlement statement with closing costs from Jefferson Title Co.
Please review, and if you have any questions, give me a call. The fmal amount including
taxes, compensating tax, minus the earnest money deposit is $167,054.49.
