RESOLUTION NO 41-03
WHEREAS, a slow economic climate in both the State of Washington and
Jefferson County has contributed to the revenue shortfalls, and budget reductions are necessary,
and
WHEREAS, the cost for the Retail Clerks Welfare Trust medical insurance
provided to employees has increased over the past few years necessitating the County split this
cost with employees, and
WHEREAS, the current labor agreement between Jefferson County and UFCW
Local 1001 anticipated a greater cost share of the medical insurance premiums, should there be
an increase in the medical premium costs (see Section 7.1.2), and
WHEREAS, the County was notified that the premium for this insurance was
increased by $.77 per hour, per employee, effective June 1, 2003, which is greater than what was
expected as a normal increase in costs.
NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners
that it is in the best interest of Jefferson County that the County Auditor is hereby authorized to
change the employee/employer split on the cost ofthe Retail Clerks Welfare Trust insurance to
15% tfom the employee and 85% tfom the employer, effective with the payment for July hours
worked on August 5, 2003.

Dear Joe:
Per Section 7.1.2 of the recently approved UFCW Labor Agreement, this is your notification that the
County Commissioners have scheduled review and possible adoption of a resolution to change the cost
sharing basis on the medical insurance for employees who are covered by the Retail Clerks Welfare Trust
from a 1 0/90 (employee/employer) split to a 15/85 split.
This review is scheduled for July 28, 2003 at 9:00 a.m. in the Commissioners Chambers located on the
lower level at the Courthouse. Please let me know if you need any further information.
