RESOLUTION NO. 60-03
WHEREAS, the Watershed Management Act, Chapter 90.82 RCW, was adopted in 1998 by the
Legislature to provide a framework for local citizens, interest groups, and local government to collaboratively
identify and solve water-related issues in each of62 Water Resource Inventory Areas ("WRlA") of the State of
Washington; and
WHEREAS, WRlA 18 consists oflands outside of Jefferson County, except that within the Olympic
National Park; and
WHEREAS, Clallam County is the Lead Agency for watershed planning in WRlA 18; and,
WHEREAS, the areas of Jefferson County situated within WRlA 18 constitute more than five percent of
the total territory within each WRIA; and
WHEREAS, the Second Engrossed Second Substitute House Bi111336 adopted by the Washington
Legislature amends Chapter 90.82 RCW effective September 9,2003, and authorizes a County to opt out of
watershed planning if the County's affected territory within a particular management area is more than five percent
of the total territory within the management area with the consent of all initiating governments,
NOW THEREFORE BE IT RESOLVED that Jefferson County chooses to opt out of watershed planning
under Chapter 90.82 RCW for WRlA 18 effective September 13, 2003 if the initiating governments consent, and
BE IT FURTHER RESOLVED that Jefferson County shall notify the Washington Department of
Ecology, Clallam County and the other initiating governments of this action, and provide each with a copy of this
