In the Matter Of Establishing
A Sewerage General Plan Review
Committee Pursuant to
Chapter 36.94 RCW

WHEREAS, Jefferson County is a jurisdiction planning under the Growth Management Act (or "GMA"), as
codified at Chapter 36.70A RCW, and;
WHEREAS, the Jefferson County Board of Commissioners (the "Board') adopted a Comprehensive Plan
("the Plan"), as required by Chapter 36.70A RCW, on August 28, 1998, and;
WHEREAS, on December 13, 2002 the Board designated an unincorporated urban growth area (UGA) in
the Irondale and Port Hadlock vicinity consistent with Chapter 36.70A RCW, and;
WHEREAS, it is the desire of the Board to adequately plan for capital facilities for the projected
population within the urban growth area including the feasibility of providing sewer service and;
WHEREAS, Chapter 36.94.020 RCW establishes that the construction, operation, and maintenance of a
system of sewerage is a county purpose and;
WHEREAS, Chapter 36.94.030 RCW establishes that whenever the county legislative authority deems it
advisable and necessary for the public health and welfare of the inhabitants of the county to establish and
construct a system of sewerage the board shall adopt a sewerage general plan and;
WHEREAS, Chapter 36.94.050 RCW further requires the establishment of a sewerage general plan
review committee, said committee being charged with reporting its conclusions to the County Commission; and
WHEREAS, it is the desire of the Board to ensure adequate technical review of the sewerage general
plan prior to adoption;
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners that a sewerage general
plan review committee for the Irondale and Port Hadlock UGA is hereby established. This review committee will
dissolve upon adoption of a general sewer plan by the Jefferson County Board of Commissioners. The
committee will consist of the following individuals appointed based on their expertise and knowledge of systems of
sewerage:
Kenneth Clow (or his designee), City of Port Townsend Public Works Director
Larry Fay, Jefferson County Environmental Health Director
James Parker, Manager Public Utility District #1
