WHEREAS, R.C.W, 46.61.415 permits local authorities to decrease or increase the maximum legal
speed linùt on County roads on the basis of an engineering and traffic investigation fmding that the maximum
speed is greater or less than is reasonably safe, and
WHEREAS, the County Engineer has conducted an engineering and traffic investigation and has
determined reasonable and safe maximum speed linùts on County Roads, and
WHEREAS, the County Engineer has identified the appropriate posted maximum speed to be higher
than currently posted on the road known as Center Road, County Road No. 931507, and
WHEREAS, the County from time to time accepts into the road system new residential streets,
NOW THEREFORE BE IT RESOLVED that Center Road, County Road No. 931507 be posted with a
maximum speed of 55 miles per hour from milepost 0.00 to milepost 14,36; and that the new roads in residential
areas recently accepted by the county be posted at a maximum speed of 25 miles per hour; and that Exhibit "A",
revised September 24, 1999, of the Jefferson County Speed Ordinance #11-1214-98 dated December 14, 1998 be
repealed and replaced with attached Exhibit "A" dated October 30,2003,

SUMMARY REPORT FOR
AMENDING EXHIBIT "A" OF THE COUNTY TRAFFIC ORDINANCE
This report is to address the recommended changes to the ordinance adopting the Washington Model
Traffic Ordinance and other traffic statutes regulating traffic speeds on county roads, The areas that will
be discussed are the additions and changes to Exhibit "A", speed limits on county roads. Also included
will be the results of speed studies on Center Road and Cape George Road.
Additions to Exhibit" A"
Appendix 1 includes the roadway segments that have been added to our system since the last update to
Exhibit "A". All of the roads added are considered residential streets. Most all other residential streets in
the county are posted at 25 miles per hour. These recommended additions have been included in the
updated Exhibit "A"

Based on the attached engineer reports, the only recommended change to speed limits is to raise the limit
on Center Road from milepost 0.00 (Chimacum Intersection) to milepost 14.36 from the current 50 mile
per hour limit to 55 miles per hour. This recommended change has been added to the updated Exhibit
"A" .

The reason for this speed study was a request through the County Commissioners from citizens that travel this road
on a regular basis, The concern is that the speed limit is to low for a road with wide shoulders and long straight
sections. The request is to raise the speed limit to 55 miles per hour for the entire segment of Center Road north of
Quilcene.
The Revised Code of Washington (RCW) 46.61.400, Basic Rule and Maximum Limits, specifies the maximum
speed limit on county roads to be fifty miles per hour. This section also states that the maximum speed limits set
forth in this section may be altered as authorized in RCW 46,61.405, 46.61.410 and 46.61.415. When Local
Authorities may alter Maximum Limits, RCW 46.61.415, allows local authorities to increase the limit but not to
more than sixty miles per hour. Local authorities in their respective jurisdictions shall determine by an engineering
and traffic investigation the appropriate speed for all roadways.
The Manual on Unifonn Traffic Control Devices states the main criteria for detennining the proper speed limit on
public roads is the 85th Percentile speed. Also, consideration should be given to roadway characteristics, roadside
development, safe speed on curves and reported accident history for a recent 12-month period. The following
analysis has been completed for this roadway segment.
ANALYSIS
The segment of Center Road being studied runs from milepost 0.00 at the Chimacum intersection to milepost 14.36,
which is just north of E. Quilcene Rd, The entire length of this segment is currently posted at 50 miles per hour,
The appropriate speed studies and field measurements were conducted in the spring and summer of2003.
85TH PERCENTILE SPEED
Spot speed studies were conducted for both directions of travel at milepost 2.00,5.42,9.98, and 12.78. The chart
below shows the 85th percentile speeds and the average speeds at each location for each direction of travel.

ROADWAY CHARACTERISTICS
Center Road is classified as a Rural Major Collector in the Federal Functional Classification system. The entire
section under study has 11 foot travel lanes with 8 foot paved shoulders. The average annual daily traffic count
ranges from 2950 on the north section and 2750 on the south section, This section consists oflong tangents with
many horizontal and vertical curves throughout. Sight distance measurements were made on 19 horizontal curves
and 11 vertical curves on this section and were compared to the stopping sight distance requirements specified in
the Washington State Department of Transportation Design Manual for speeds of 55 miles per hour, Six horizontal
and eight vertical curves did not meet the minimum requirements for 55 miles per hour. Only two vertical curves do
not meet the requirements for the existing speed limit of 50 miles per hour, There is limited sight distance at the
intersection of Larson Lake Road, Most of this can be corrected with the relocation of an existing fence and
removal of brush at the northeast corner of the intersection, Sight distance to the south of the approach from SR 104

is slightly obstructed by the SR 104 overpass, An intersection warning sign with an advisory speed plate could be
installed at this location,
ROADSIDE DEVELOPMENT
The area that Center Road travels through is very rural in nature, There is residential development, but this is on
large lots, The private accesses and county road intersections are well spaced, There are long sections of road with
no development at all.
SAFE SPEED ON CURVES
All 30 horizontal curves on this section of Center Road were checked for safe speeds using the Ball Bank method,
Four curves did not meet the requirements for safe speed for a speed limit of 55 miles per hour, One curve does not
meet the standards for a speed of 50 miles per hour. These curves could be addressed with the installation of curve
warning signs and advisory speed plates.
ACCIDENT HISTORY
There were 50 reported accidents on this 14.36 mile segment of Center Road in the last five years. Üf these, 29
were property damage only accidents, 19 were injury accidents and there were 2 fatal accidents. There was no
consistent pattern of accidents at any location, 12 of the reported accidents were related to collisions with deer or
domestic animals, which is consistent with the rural nature of the roadway. The accident rate on this section of
Centerroad is 0.76 per million vehicle miles, which is far lower than the county average of2.27.
SUMMARY
Studies nation wide have been conducted to determine the effects of lowering or raising the posted speed limits on
driver behavior. In most all cases studied, the lowering or raising of the posted speed limit had very little effect on
the 85th percentile speed of traffic, The 85th percentile speeds on Center Road were consistently between 55 and 60
miles per hour. The low accident rate shows that the roadway is operating safely at these speeds that are higher than
currently posted. Because of the number of horizontal and vertical curves that would have less than the required
stopping sight distance at 60 miles per hour, it is recommended to set the speed limit at 55 miles per hour.
The Institute of Transportation speed zoning guidelines suggests that speed zones should not be used to warn
motorists of hazardous conditions. If a hazardous condition exists within the road segment under study, this
condition should be corrected or an appropriate warning sign should be installed along with an advisory speed
plate, The areas along Center Road where minimum stopping sight distance requirements are not met can be signed
with warning signs with advisory speed plates, The four curves that do not meet safe speed criteria can also be
signed with warning signs with advisory speed plates, The sight distance problem at the Larson Lake road
intersection should be improved whether we raise the speed limit or not.
RECOMMENDATION
The recommendation, based upon the 85th percentile speed, is to raise the speed limit on Center Road to 55 miles
per hour and install approximately 8 new warning signs with advisory speed plates. The sight distance restrictions
at the Larson Lake Road intersection should also be removed prior to raising the speed limit.

The reason for this traffic study was a request rrom two citizens that live along Cape George Road near the
Nelson's Landing Road intersection to lower the speed limit to 35 mph, Their concern is that traffic traveling east
on Cape George Road around a curve in the area of their residences are traveling at the posted speed limit making it
unsafe for them to cross the road, One resident lives on the north side of the road and has horses pastured on the
south side, A number of pedestrians and equestrians cross in this area, There is also the potential for a parking lot
for the Larry Scott Trail on the south side of the road in this same area along the curve on Cape George Road.

ANALYSIS
The segment of roadway being analyzed is rrom milepost 0.23 to milepost 1.91. This segment is the only section of
Cape George Road that is signed at 50 miles per hour. The beginning of the road rrom milepost 0.00 to milepost
0.23 is posted at 35 miles per hour, Beyond milepost 1.91 the road is posted at 40 miles per hour. The appropriate
speed studies and measurements were completed in the spring and summer of 2003.
85TH PERCENTILE SPEED
Spot speed studies were conducted at milepost 0.64 and 1.41 in both east and westbound directions. The chart
below shows the 85th percentile speeds and the average speeds at each location for each direction of travel.

ROADWAY CHARACTERISTICS
This segment of Cape George Road consists of long tangents separated by two curves. The sharpest curve runs
rrom milepost 0,60, the area ofthe requestors' driveway, to milepost 0.88. Measurements were made to determine
the existing available stopping sight distances along this curve. The existing stopping sight distances varied rrom
420 feet to 550 feet. The Washington State Department of Transportation Design Manual recommends a minimum
stopping sight distance of 425 feet for a 50 mile per hour road, Except for the west end of the curve from milepost
0.60 to milepost 0,88, this segment of Cape George Road meets the minimum requirements for stopping sight
distance.

This segment of Cape George Road has 11 foot driving lanes with 2 foot gravel shoulders and an average daily
traffic count of2550, If this road was constructed today, the City and County Design Standards recommend a lane
width of 12 feet and a shoulder width of 8 feet for this class of road with this Average Daily Traffic (ADT). A
Policy on Geometric Design of Highways and Streets from thé American Association of State Highway and
Transportation Officials (AASHTO) recommends a minimum lane width of 12 feet and a shoulder width of 8 feet
for all speeds. AASHTO does allow the lane width to remain at 11 feet on reconstructed highways where alignment
and safety records are satisfactory. The shoulder width is deficient for any speed with an ADT over 2000,
ROADSIDE DEVELOPMENT
Residential development has occurred along the entire segment of Cape George Road under study, Between
milepost 0.23 and milepost 1.91 there are 3 county road intersections, 4 private road intersections and 18 residential
accesses. This total 25 accesses in the 1.68 mile length, or an average of 14 accesses per mile. Previous research
shows a minimum driveway spacing of 285 feet for a road with a speed 50 mile per hour, which would equate to 18
driveways per mile.
All approaches were checked for safe sight distance using the minimum stopping sight distance for the main line
road. Only the approach at milepost 0.71 did not meet the minimum requirements for stopping sight distance,
SAFE SPEED ON CURVES
Both curves within this segment were checked for safe speeds using the Ball Bank method, Both curves had a safe
speed of 50 miles per hour.
ACCIDENT HISTORY
There were nine accidents reported for this segment in the last five years. There were four property damage only
accidents, four injury accidents and one fatal accident. The accident rate for this 1.68 mile segment is 1.15 per
million vehicle miles, The county average accident rate is 2.27 per million vehicle miles, Three of the nine
accidents occurred along the curve from milepost 0.60 to milepost 0.88. This short segment would have an accident
rate of 0.64 per million vehicle miles.
SUMMARY

hour than the posted speed of 50 miles per hour, This segment of roadway has a low accident rate (1.15 per million
vehicle miles) compared to the countywide rate of2.27. Both curves had a safe speed of 50 miles per hour and
minimum requirements for stopping sight distance are met on all of the segment except the west end of the curve at
milepost 0.71. Because of the safe speed of 50 miles per hour on the curves, and the fact that minimum sight
distance requirements are barely met, it is recommended not to raise the speed limit to the 85th percentile speed of
55 miles per hour.
The illstitute of Transportation speed zoning guidelines suggests that speed zones should not be used to warn
motorists of hazardous conditions. If a hazardous condition exists within the road segment under study, this
condition should be corrected or an appropriate warning sign should be installed along with an advisory speed
plate.
RECOMMENDATION
The recommendation is to leave the posted speed limit at 50 miles per hour and install warning signs with advisory
speeds of 35 miles per hour for the pedestrian/equestrian crossing near Nelson's Landing Road.
