In the Matter of a }
Declaration of Emergency }
RESOLUTION NO. 07-02
WHEREAS, the Emergency Management Division has reported to the Board of
Commissioners that on January 8, 2002 weather conditions including high winds, heavy rain,
warming temperatures and melting snow are occurring; and
WHEREAS, extensive damage has occurred to the public transportation system including
County roads and bridges, and to private roads, homes, businesses and farmlands; and,
WHEREAS, persons and property are, or will be damaged unless further efforts are taken
to reduce the threat to life and property and restore order; and
WHEREAS, there is an emergency present which necessitates activation of the Jefferson
County Emergency Management Plan, and may require utilization of emergency powers granted
pursuant to RCW 38.52.180 in order to effectively respond to the emergency needs of the
community.
NOW, THEREFORE, BE IT RESOL VED, by the Board of Jefferson County
Commissioners, in consideration of the above findings of fact:
Section I: That it is hereby declared that a state of emergency exists due to the high
winds, heavy rain, warming temperatures, melting snow and flooding effecting the public
transportation network in Jefferson County.
Section II: The Jefferson County Emergency Management Director is hereby directed to
activate those portions of the Jefferson County Emergency Management Plan as are
reasonable and necessary to combat the effects of the emergency, and all of the personnel,
services and facilities of Jefferson County will be utilized as needed, under that plan, in
response to the emergency needs of the community.
Section III: Designated County Departments are authorized to enter into contracts and
incur obligations necessary to combat the emergency to protect the health and safety of
persons and property, and provide emergency assistance to the victims of such disaster.
Section IV: Each designated County Department is authorized to exercise the powers
vested under Section III of this resolution in the light of the exigencies of an extreme
emergency situation without regard to time consuming procedures and formalities
prescribed by law (with the exception of mandatory constitutional requirements).
