having consulted the PRIORITY ARRAY PROGRAM and the BRIDGE CONDITION
REPORT, do hereby approve and adopt the following attached SIX YEAR
TRANSPORTATION IMPROVEMENT PROGRAM for the years 2003 through 2008.

2003-2008 SIX YEAR T.I.P.
SUMMARY OF PROJECTS
FUNDABLE PROJECTS
1. IRONDALE ROAD — M.P. 0.00 to M.P. 0.79 — This is a 3R project from SR19 to 4th
Avenue, including shoulder widening and overlay with asphalt concrete. The majority of
the construction is being completed in 2002. There may be some project close out cost in
2003. This cost would be funded with local funds.
2. LARRY SCOTT PARK - Right of Way acquisition and construction of portions of the
trail. Funding includes IAC, TEA21, and local participation. Work will continue from
2003 through the duration of this 6 -year plan.
_ 3. PARADISE BAY ROAD (PHASE 1)- M.P. 0.00 to M.P. 0.37 - Widen shoulders,
overlay with asphalt concrete including channelization where warranted. This project is
funded with RAP and will include local funds. Engineering and right of way are planned
for completion in 2003 and construction would take place in 2003 and 2004.
4. GIBBS LAKE ROAD (Safety Program) — M.P. 0.28 to M.P. 0.74 — Minor re-
alignment and widening, chip sealing. Construction is planned for 2003. We have
received a STP Safety grant and will use some local funds.
5. CENTER ROAD - Maintenance overlay from milepost 6.86 (SRI 04) to milepost 8.58.
Funds include Federal (STP), CAPP and Local. Work scheduled for 2003.
6. UNDIE ROAD RESTORATION — M.P. 1.00 to M.P. 1.15 — Construction of a bridge
to replace a washed out culvert. Proposed funding is the Public Lands Highways
Discretionary Program and Secure Rural Schools and Community Self -Determination
Act Title 2 funds. Engineering and right-of-way are planned for 2003 with construction in
2005 and 2006.
7. DUCKABUSH CULVERT REPLACEMENT — M.P. 0.59 — Replace a failing double
culvert that is a barrier to fish passage with a larger single fish friendly culvert. Proposed
funding is the Secure Rural Schools and Community Self -Determination Act Title 2
funds. Engineering and right-of-way are planned for 2003 with construction in 2005.
8. FISH PASSAGE BARRIERS (LELAND CREEK TRIBUTARY) - Replacement of
roadway culvert that presents a barrier to fish passage. Construction is planned for 2003.
Proposed funding is from Fish and Wildlife and Local Funds.
9. PARADISE BAY ROAD (PHASE 2) — M.P. 0.37 to M.P. 0.84 - Widen shoulders,
overlay with asphalt concrete including channelization where warranted. Engineering
and right-of-way are planned for 2003 with construction in 2005. This project is funded
with RAP funds and will include local funds.
10. CENTER ROAD PHASE 2- Maintenance overlay from milepost 8.58 to milepost
— 10.30. Funds include Federal (STP), CAPP and Local. Work scheduled for 2004.
11. TARBOO CREEK AT CENTER ROAD — M.P. 7.65 — Replace an existing culvert,
which is a barrier to fish passage with a larger fish friendly culvert. Proposed funding
would come from Fish and Wildlife, Tribes and local. Engineering and construction are
planned for 2003.
12. TARBOO CREEK AT DABOB ROAD — M.P. 0.04 — Replace an existing culvert,
which is a barrier to fish passage with a larger fish friendly culvert. Proposed funding
would come from Fish and Wildlife, Tribes and local. Engineering and construction are
planned for 2003.
13. CHIMACUM ROAD — M.P. 0.41 to M.P. 0.98 - Intersection realignments and
improvements including left turn channelization and pedestrian facilities. Engineering is
planned for 2006 with construction in 2007. Proposed funding includes RAP funds and
Local funds.
14. DUCKABUSH ROAD — M.P. 2.38 to M.P. 3.66 - Reconstruction including grading
drainage and surfacing. This project is partially funded with RAP. Other proposed
funding includes Public Lands Highways and local. Engineering and right-of-way are
planned for 2005 with construction in 2006.
15. QUINAULT-S. SHORE ROAD — Widen, improve drainage and pave the entire
— length of road. Potential funding for this project is Public Lands Highway Discretionary
funds. The project is planned for engineering and right-of-way in 2005 and construction
in 2006.
16. OLYMPIC GATEWAY VISITOR CENTER - This project is the construction of a
new visitor center near SR 104. Heritage Corridor Program Byway Grant and STP
Enhancement funds have been applied for. Engineering is planned for 2003 with
construction beginning in 2004.
17. GRAVEL ROAD UPGRADES - Projects selected through the gravel road priority
system will be included in this item. There are no projects selected for the year 2003.
Gibbs Lake Rd. safety project will utilize these funds in the first year. Funding would be
local.
18. SAFETY PROJECTS - Project selection is accomplished using the Local Agency
Safety Management System developed by W.S.D.O.T. for local agencies. The project
selected for the first year (2003) is the completion of the widening and chip sealing of
Gibbs Lake Road. Funding could include federal, state or local funds.
19. LITTLE QUILCENE BRIDGE — Replacement of bridge. BROS funds are proposed
along with local funds for this project. Engineering is planned for 2004 and 2005 with
construction in 2006.
20. S. DISCOVERY ROAD — M.P. 3.62 to M.P. 4.56 - Reconstruction including grading,
drainage, and surfacing. Funding proposed as RAP and local. Engineering is planned in
2007 with construction in 2008.
21. PARADISE BAY ROAD, PHASE 3 — M.P. 0.84 to M.P. 1.53 - This project is to
reconstruct this section to current design standards including the re -alignment of
horizontal and vertical curves and the addition of shoulders. This project is eligible for
RAP funds and would use local funds. Preliminary Engineering is planned for 2008.
'- 22. SHINE ROAD — M.P. 0.00 TO M.P. 1.72 — This is a 3R project including shoulder
widening and surface restoration and will include drainage work. Local funds will be
used on this project. Engineering is planned for 2008.
42. OLYMPIC PENINSULA BIKE MAP — This project is to prepare a bicycle route map
for the North East Olympic Peninsula including Jefferson and Clallam Counties. The
project is funded with STP Enhancement funds with some local funds. The project is
scheduled for 2003.
43. OTTO ST. EXTENSION FEASABILITY — This project is to complete a study on the
feasibility of constructing a new roadway from the SR19/SR20 intersection to the Glen
Cove Industrial Area. Funding is proposed as local. The project would be completed in
2003.
® UNFUNDED NEEDS
23. OIL CITY ROAD RESTORATION - Construction of a bridge to replace a washed
out culvert. Local funds are all that are available for this project. Engineering is planned
for 2004 with construction in 2005.
24. GARDINER BEACH ROAD — This project is to re -construct the roadway between
US 101 and Old Gardiner Road and re -align the intersection with US 101. Funding at this
time is local. No schedule at this time for project start.
25. MILL ROAD - Reconstruction including grading, drainage and surfacing. The only
potential funding for this project is local at this time. Project shown in the last three years
of this plan. No schedule at this time for project start.
26. DOSEWALLIPS RETAINING WALL - Construct retaining wall and restore
shoulder. Funding unknown at this time. Project shown in the last three years of this
plan. No schedule at this time for project start.
27. UPPER HOH ROAD — This project is for a feasibility study to determine the
appropriate location for a roadway through the Hoh Valley and then the construction of
the roadway. Potential funding is Federal and RAP. Project is shown in the last three
years so we can pursue funding.
28. S. DISCOVERY ROAD — M.P. 1.04 to M.P. 3.65 — This project is to reconstruct this
section to current design standards including the re -alignment of horizontal and vertical
curves and the addition of shoulders. This project is eligible for RAP funds and would

30. LINGER LONGER BRIDGE - This project is to replace the existing Linger Longer
Bridge over the Big Quilcene River with a longer structure that would span the flood
zone. Potential funding for this project would be Federal Bridge removal funds. Project is
shown in the last three years so we can pursue funding. No schedule at this time for
project start.
31. COOK AVENUE EXTENSION - This is a re -construction project on the entire
section of the roadway outside the city limits. The project is shown in the last three years
so we can pursue funding. This project is eligible for TIB funds. No schedule at this time
for project start.

shoulders to current standards and restore surface. The project is shown in the last three

35. CAPE GEORGE ROAD — M.P. 2.74 TO M.P. 4.82 - This project is to widen
shoulders to current standards and surface with asphalt concrete. The project is shown in

SUBJECT: Bridge Condition Report 2002
In accordance with the National Bridge Inspection Standards, the routine biennial
bridge inspection for all county bridges was conducted in 2001. This year the South
Discovery road, Railroad Overcrossing Bridge, No. 19E, was demolished and a new
culvert 16 feet i&diameter has been built on the site of the old bridge. This bridge has
been deleted from WSBIS (Washington State Bridge Inventory System) record.
Structurally, all of the county's bridges are in good condition with no major
deficiencies and require only routine maintenance.
Seismic evaluation was required for all bridges designed before 1982 to identify any
bridges that are prone to failure during significant seismic events, such as an
earthquake exceeding 7.0 on the Richter scale.
Evaluations found that all bridges would withstand seismic events and at present time
do not require seismic retrofitting.
Additionally, the Little Quilcene River Bridge, No. 16E, on Center Road will be
submitted for replacement funds because of functional obsolescence due to width.
100% Recycled Paper
The Linger Longer Bridge, No. 23E, is functionally deficient because it creates a
restriction to the flow of the Big Quilcene River, which can threaten the integrity of the
structure by scouring at the abutments. Public Works is investigating various solutions
to the threat, and for funding alternatives.
