RESOLUTION NO. 54-02
WHEREAS, on the 15th day of July, 2002 the Jefferson County Auditor submitted a petition,
together with a certificate of sufficiency, to the Jefferson County Board of Commissioners, to expand the
boundary of Park and Recreation District #1 to include voting precinct 206 (Thorndyke) under the
provisions ofRCW 36.69,010 et seq., accompanied by an obligation signed by two of the petitioners
agreeing to pay the cost of the publication of the notice provided for in RCW 36.69.040, and;
WHEREAS, on Monday August 5, 2002 the Board of Commissioners approved Resolution No.
45-02, setting a public hearing for Monday, September 9, 2002 at 7:00 p.m.; and
WHEREAS, at said time and place said petition came on for hearing, proof having been made to
the satisfaction of this Board that notice hereof had been given for the time and in the manner provided
by law, and no objection having been made or filed, the Board proceeded to hear the petition and upon
conclusion made the following findings:
I. That the object of expanding the district is conductive to the public welfare and
convenience, and to the benefit of a larger area of residents,
II. The name and number of the expanded district shall remain as Jefferson County Parks
and Recreation District # 1, and the boundaries thereof shall be and are determined as
follows (also see "Exhibit A" map):
Beginning at the Southeast section comer of Section 24, Township 27 North,
Range 1 West, W.M.; the True Point of Beginning;
Thence North along the East section line of Sections 24 and 13, Township 27
North, Range 1 West, W.M. to the Northeast section corner of said Section 13;
Thence West along the North section line of Sections 13 and 14, Township 27
North, Range 1 West, W.M. to the Northwest section comer of said Section 14;
Thence North along the East section line of Sections 10 and 3, Township 27
North, Range 1 West, W,M. to the Northeast section corner of said Section 3;
Thence West along the North section line of Sections 3, 4 and 5, Township 27
North, Range 1 West, W.M. to the Northwest section corner of said Section 5;
Thence South along the West section line of Sections 5 and 8, Township 27
North, Range 1 West, W.M. to the Northwest section corner of Section 17; said
comer being the comer common the Sections 7, 8, 17 and 18, Township 27
North, Range 1 West, W.M.;
Thence East along the North section line of Section 17 and 16, Township 27
North, Range 1 West, W.M. to the intersection of said line with Dabob Bay;
Thence Easterly to a point in Dabob Bay that divides that portion of Section 16,

Township 27 North, Range 1 West, W.M. lying East of Dabob Bay from that
portion of said Section 16 lying West of Dabob Bay;
Thence Southerly through Dabob Bay dividing said Section 16 lying East of
said bay from said Section 16 lying West of said bay;
Thence continuing Southerly through Dabob Bay to the intersection with the
thread of Hood Canal;
Thence Northerly and Easterly along the thread of Hood Canal a point lying
South of the East section line of Section 25, Township 27 North, Range 1
West, W.M. and the Southerly projection of said East line of Section 25 ;
Thence North to said Southerly projection of said Section 25;
Thence North along Southerly projection of said Section 25, Township 27
North, Range 1 West, W.M. and the along East line of Section 25 to the
Southeast section comer of said Section 24; and the True Point of Beginning.
nI. The proposition for the expansion of the Park and Recreation District shall be submitted
to the voters of Precinct No. 200, 203 and 206 for their approval or rejection at the next
general election to be held on Tuesday, the 5th day of November, 2002. The election shall
be conducted in accordance with the provisions of Chapter 29.13 RCW for district
elections.
IV. The ballot to be submitted to the voters upon which they may indicate yes or no upon the
proposition of expanding the Park and Recreation District shall state, and be arranged as
described in "Exhibit B".
APPROVED and ADOPTED this 16th day of September, 2002.

SPECIAL ELECTION - PROPOSITION No. 1
The Jefferson County Board of County Commissioners approved Resolution # ,permitting
a vote of the affected citizens to determine if Precinct #206 (Thorndyke) should be added to the
existing "Jefferson County Parks and Recreation District No. 1." This proposition, if
approved by the qualified voters, would add Precinct #206 to the Jefferson County Parks and
Recreation District No. 1. Shall the boundary of the Jefferson County Parks and Recreation
District No, 1 be expanded to include Precinct #206 (Thorndyke)?
