HomeMy WebLinkAbout038 01 cc: ft\\ 'Dep-\5. ~Þ3lo\ IN THE MATTER OF Establishing the Need For Development of a Strategic Plan for Jefferson County COUNTY OF JEFFERSON STATE OF WASHINGTON RESOLUTION NO. 38-01 WHEREAS, Jefferson County has experienced rapid growth and in-migration over the past two decades; and WHEREAS, with this growth has come significant changes in our community, our demographics, and particularly, in the needs, wants and desires of our citizens; and WHEREAS, the elected leadership of Jefferson County wants to provide the types, levels and costs of governmental services commensurate with the needs, wants and desires of the citizenry; and WHEREAS, the elected leadership wishes to empower our community to pursue their aspirations of a quality life afforded in Jefferson County; and WHEREAS, this requires a responsive and dynamic governmental organization that provides services and removes barriers to our citizens; and WHEREAS, it is our intent to accomplish the following goals through the strategic planning process: 1. Increasing efficiency 2. Increasing effectiveness 3. Justifying of resource commitment 4. Providing a proactive approach to change 5. Increasing accountability 6. Improving credibility 7. Measuring progress 8. Ensuring responsiveness 9. Enhancing coordination 10. Providing a non-threatening process for change, and WHEREAS, we envision the strategic planning process to be an ongoing and self perpetuation process, and WHEREAS, we envision the utilization of Citizen Advisory Boards and other citizen participation efforts to receive public comments and communicate and inform the public of our progress, and Resolution No, 3B.,..Dl WHEREAS, the Board of County Commissioners, on behalf of the elected leadership of Jefferson County Government, has committed the human and fiscal resources of the Office of County Administrator and expressly authorizes the County Administrator to draw upon the organizational resources necessary within the legal and budgetary limitations established in support of this undertaking, and WHEREAS, the elected leadership of Jefferson County has committed itself to addressing the issues of critical importance facing our community. NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners of Jefferson County Washington, do hereby pledge and commit to the process of strategic planning to address the fundamental policy concerns that define the most important situations and choices our organization and our citizens face now and in the future, and BE IT FURTHER RESOLVED that there is hereby established a Task Management Group comprised of the elected officials of the Jefferson County Government that shall identify, validate, plan and organize the development of issues for inclusion in our strategic plan and the various tactical and operational plans of the organization, and BE IT FURTHER RESOLVED that the strategic plan shall be a guidance document for evaluation and funding of current and future County programs and service delivery. ,2001 .
