WHEREAS, the Department of Public Works has received a petition to name a private
road Tarboo Ridge Way or Zion View Lane or Half Mile Road as shown on attached Exhibit
"A", pursuant to Jefferson County 911 Ordinance Number 2-0401-91 and;
WHEREAS, the petitioner is a property owner on this road, and;
WHEREAS, the petitioner wishes to establish this road name to allow for addressing
along the road and eliminate confusion due to similar road names as required by the Jefferson
County 911 Emergency Locator System Ordinance and;
WHEREAS, research has shown that there are five (5) addresses assigned on this
milepost number at this time that will be affected by establishing the road name as shown on
attached Exhibit "B";
WHEREAS, thorough review of the current 911 index reveals that there are existing
similar road names such as Tarboo Lake Road and Old Tarboo Road and;
WHEREAS, notification was sent to interested parties on March 14, 2001 as shown
on attached Exhibit "C," and
WHEREAS, a response was heard from the Jefferson County Sheriff's Office as
shown on attached Exhibit "D," and
WHEREAS, a response was heard from the Quilcene Postmaster as shown on
attached Exhibit "E," and
NOW THEREFORE BE IT RESOLVED, that the road be named Zion View Lane.

Description:
Petition to name a private road Tarboo Ridge Way, or Zion View Lane, or Half Mile
Road off of Center Road in the Quilcene postal district, in Jefferson County, State of
Washington, located in Section 29, Township 28 North, Range 1 W., WM.
Statement of Issue:
A landowner has submitted the petition. The petition to name the road is in
accordance with the Jefferson County 911 Emergency Locator System Ordinance, The
naming of this road will permit addresses to be assigned along this road and eliminate
confusion on the landowner's location,
Analysis:
Research has revealed that there are five addresses assigned for this road. The
petition was initiated by the sixth address request, The petition was signed by a
majority (4 out of 5) of the property owners addressed on this road. The remaining
property owner would strongly prefer the road not be named, Per the 911 Ordinance,
a private drive must be named when the sixth address is applied for. A review of the
Jefferson County 911 Road Index shows that there are similar names to Tarboo Ridge
Way in that vicinity, creating a possible misunderstanding and potential liability in
emergency situations if the road were to be named as on the petition, Notification
letters were mailed to interested parties on March 14, 2001. The Sheriff's Office

requests that the second or third choice is selected and the Quilcene Postmaster
requests that the second is selected.
Alternatives:
The only method of eliminating confusion surrounding the location of this property is
to name the road, It is the best and only solution available,

Recommendation:
The Department of Public Works, based on the Sheriff's Office and Postmaster
comments, recommends that the Board of County Commissioners review the petition,
and name the road Zion View Lane.

Re: Petition to name road off Quilcene - Center Road
Gentlepersons :
I have a strong concern about the first choice (Tarboo Ridge) as a name for this new road, The
name tarboo is used in two other roads in Quilcene, To avoid confusion for you, the County, for
me, the Postmaster, and for those trying to locate a new road, I suggest the petitioners elect to
use the second choice name, Zion View Lane.
There are already enough conflicting and duplicate street names in Jefferson County without
adding another.
