J\Í1.-4- I STATE OF WASHINGTON COUNTY OF JEFFERSON fu~m~~~ } An agreement with Washington } Department ofFish and Wildlife regarding } acquisition of Chimacum Creek Beach Park: } RESOLUTION NO. 54-ü'1 WHEREAS, a parcel of private waterfront property on Port Townsend Bay south of the mouth of Chimacum Creek, comprising approximately 24 acres of upland and tidelands and approximately 3000 feet of shoreline, known as the "Cotton Property," has become available for public purchase, and WHEREAS, the Parks and Open Space Element of the Jefferson County Comprehensive Plan, Parks and Recreation Strategy emphasizes the importance of maintaining Wildlife Corridors, and WHEREAS, the Parks and Open Space Element of the Jefferson County Comprehensive Plan, Policies OSP 1.1 and 1.2; OSP 2.1, 2.2, and 2.3; OSP 3.1; and Open Space Strategy Action Item 7 specifically encourage the acquisition of properties with the characteristics of the subject site and WHEREAS, the 1994 Chimacum-Irondale-Port Hadlock Community Plan process chose the subject property as first priority for designation of recreational facilities, and placed emphasis on the restoration of salmon habitat in Chimacum Creek, and WHEREAS, the subject site is designated on the Secretary of the Interior's National Register of Historic Places because of its association with the development of Iron and Steel production on the West Coast, and WHEREAS, the Washington Department ofFish and Wildlife has acquired a portion ofthe subject property for salmon habitat and public shoreline access, and Resolution No. 54-01 Page 1 of2 .. ... WHEREAS Jefferson County has applied for and has an expectation of receiving funding for purchase of the balance of the site from the Interagency Committee on Outdoor Recreation (IAC), and has received assurances from the Washington State Department of Ecology for funding of assessment and cleanup of industrial wastes that might be present on site, and WHEREAS the IAC grant that Jefferson County may receive for acquisition of the site requires matching funds from another source, and the funding used by the Department of Fish and Wildlife will qualify as such a match, NOW, THEREFORE BE IT RESOLVED and declared that should Jefferson County acquire the south portion of the Cotton Property with Department ofFish and Wildlife sponsorship, the County will cooperate with the WDFW so that the entire property may be held and managed for the public benefit through the preservation of habitat, open space, public shoreline access and recreation opportunities, and IT IS FURTHER RESOLVED and declared that should the Department ofFish and Wildlife sign the County's application to IAC as co-sponsor and allow its acquisition funding to be used as a match for IAC grant funds, and take such other administrative steps as are required to meet IAC requirements, thereby enabling the County to acquire the south portion of the site, Jefferson County will assume responsibility for the costs of site assessment and cleanup to the requirements of the Department of Ecology, and will protect the Department ofFish and Wildlife from liability arising from existing hazardous material conditions on the portion of the site purchased by the County.
