WHEREAS, the Jefferson County Board of Commissioners has reviewed Class C road petition submitted by
Sharon F, McKenzie; and
WHEREAS, real property was dedicated to Jefferson County for road purposes in the Plat of Phillips Bay
View Addition dated and recorded with the Jefferson County Auditor at Page 87, Volume 2 of Plats on June 10, 1890;
and therefore qualifies as a Class C road; and
WHEREAS, Jefferson County has not opened the following described right of way for public use for road
purposes within five (5) years of obtaining an interest in the real property for road purposes:
That portion of platted Louisa Street, approximately 60' in width and 570' in length, lying south of Lawrence
Avenue and north of Stevens Avenue in the plat of Phillip's Bay View Addition as found in volume 2, page 87 of
plats, records of Jefferson County, Washington, Situated in Section 17, Township 30 North, Range 1 West, WM.
WHEREAS, Jefferson County Department of Public Works has received proof from the petitioner that all
abutting property owners have been notified of this request for County acknowledgement that the public's interest in
the subject right of way has been extinguished by operation oflaw; and
WHEREAS, the Public Interest in above-described road was extinguished by operation of law and the
County divested of its interest before the 1909 amendment, Lawsof 1909, Chapter 90, Section 1, became effective,
which exempted from vacation by operation of law certain lands dedicated for road purposes; and
WHEREAS, the Jefferson County Board of Commissioners desires to remove this cloud on title to the real
property;
NOW, THEREFORE BE IT RESOLVED that the Public Interest in the dedicated platted road more
particularly described above has been extinguished by operation of law and Jefferson County asserts no claim of
interest for public road purposes in them.

Engineer's report for a Portion of Louisa S1. in the Plat of Phillips Bay View Addition
Petitioner - Sharon McKenzie
In accordance with Ch 36.87 RCW, I have examined the above referenced road, and submit the following
report.
FINDINGS:
1. The plat of Phillips Bay View Addition was recorded on June 10, 1890 and therefore Louisa Street
qualifies as a Class C road under the Jefferson County Road Vacation Ordinance.
2. The request is for that portion of platted Louisa Street, approximately 60' in width and 570' in
length lying south of Lawrence Avenue and north of Stevens Avenue in the plat of Phillips Bay
View Addition, as found in volume 2, page 87 of plats, records of Jefferson County, Washington.
Situated in Section 17, Township 30 North, Range 1 West.
3. The petitioner has submitted proof that all abutting property owners along Louisa Street have
been mailed notification indicating that the public's interest in the subject right of way has been
extinguished by operation of law (see attached map).
4. Based on the Department of Public Works information and research there. is no evidence that
indicates Louisa Street was ever constructed or opened for public use.
RECOMMENDATION:
Therefore, based on the foregoing Findings, the Department of Public Works recommends that the Board
of County Commissioners approve this request for County acknowledgement that the public interest within
the above referenced road has been extinguished by operation of law and that Jefferson County asserts
no claim of interest for public road purposes.
