MEETING MINUTES

Member McCauley called the meeting to order at 10:31 a.m. Members McCauley, Gordon, Kirkpatrick and
Bence participated in the meeting remotely. Member Lundgren not in attendance.
APPROVAL OF MINUTES
Member Kirkpatrick moved to approve the Regular Meeting Minutes of June 1, 2021 as presented. Member
Bence seconded the motion. The motion carried.
EXECUTIVE SESSION
An Executive Session was scheduled from 10:35 a.m. to 10:45 a.m. Member McCauley announced that the
Executive Session will be held from 10:37 a.m. to 10:47 a.m. With the Interim County
Administrator/Central Services Director, Chief Civil Deputy Prosecuting Attorney, Public Health Director,
Superior Court Clerk, Emergency Management Director/Safety Officer, and Executive Assistant/Claims
Coordinator re: Potential Litigation under exemption RCW 42.30.110(1)(i) as outlined in the Open Public
Meetings Act. The Committee concluded the Executive Session and resumed the regular meeting at 10:48
a.m. Philip Hunsucker, Civil Deputy Prosecuting Attorney announced that Barbara Ehrlichman attended the
executive session.
EXECUTIVE SESSION
An Executive Session was scheduled from 10:45 a.m. to 10:55 a.m. Member McCauley announced that the
Executive Session will be held from 10:53 a.m. to 11:03 a.m. with the Interim County Administrator/Central
Services Director, Chief Civil Deputy Prosecuting Attorney, Public Health Director, Superior Court Clerk,
Emergency Management Director/Safety Officer, and Executive Assistant/Claims Coordinator re: Actual
Litigation Exemption under RCW 42.30.110(1)(i) as outlined in the Open Public Meetings Act. The

Committee resumed the regular meeting at 11:03 a.m. Philip Hunsucker, Civil Deputy Prosecuting Attorney
announced that Barbara Ehrlichman attended the Executive Session.
OLD BUSINESS
Member Gordon asked about the authority of the committee on the scope for County Administrator
discussion? Member Hunsucker advised committee should continue discussion and structure until position
is filled and to add Risk Management as part of the job description. Risk Management may be brought to
Board of County Commissioner's as a part-time position. New hire will need mandatory Washington
Counties Risk Pool (WCRP)training.
Laserfiche contract review was in part due to the hard work of Financial Analyst Renee Talley and
Executive Secretary Julie Shannon.
NEW BUSINESS
Member Hunsucker attended the WCRP Summer Conference. The previous County Administrator was on
the Board of Directors and Member Hunsucker will remain as Alternate Director for WCRP until a new
County Administrator has been hired. Insurance premiums are going up due to the market and Member
Hunsucker stated he is available to give a presentation to the BoCC on the reasons. Since Derek Bryan has
worked for WCRP, there has been a reduction in risk. Cyber premiums are up 50%. Member Gordon asked
about cyber training and Member Hunsucker advised education is important but would not lower said
premium. Member Kirkpatrick advised she is available for the next two meetings until her successor takes
her place.

Member McCauley adjourned the meeting at 11:31 a.m. until the next Regular Meeting or Special Meeting
as properly noticed.
