Chair Dean called the September 16,2021 virtual meeting of the Jefferson County Board of Health to order at 2:30 p.m.
A quorum was present.
Members Present: Chair Kate Dean, Commissioner Greg Brotherton, Commissioner Heidi Eisenhour, Member Sheila
Westerman, and Member Pamela Adams.
Staff Present: Public Health Officer Dr. Allison Berry, Public Health Director/Community Health Director Apple
Martine, Public Health Deputy Director Veronica Shaw, Water Quality Manager Michael Dawson,Environmental Public
Health Director Pinky Mingo and Environmental Health Manager Alisa Hasbrouck.
APPROVAL OF AGENDA
Chair Dean requested a motion to approve the agenda for September 16, 2021.
MOTION: Member Kolff moved to approve the agenda. Member Adams seconded the motion which carried by a
unanimous vote.
APPROVAL OF MINUTES
Chair Dean requested approval of the minutes for the August 19, 2021 Regular Meeting.
MOTION: Member Kolff moved to approve the minutes as presented.Member Westerman seconded the motion
which carried by a unanimous vote.
PUBLIC COMMENT
Chair Dean called for public comment.
Stephen Schumacher discussed sources for COVID data he has referenced in past and present comments.

Addy Thornton expressed admiration for whistleblowers who call into question the mainstream COVID narrative.
Discussion followed, particularly concerning the quality of research quoted in written public comments, and expressing
concern that a segment of the public believes that public health authorities, local and national, are participating in massive
conspiracy.
OLD BUSINESS AND INFORMATIONAL ITEMS
1. Jefferson Healthcare Update
Member Kolff provided data concerning Jefferson Healthcare COVID statistics, and described the need to suspend some
areas of treatment due to the urgency of the COVID surge.
Discussion followed concerning the scarcity of monoclonal antibodies.
2. Jefferson County Public Health Program Reports
Staff Member Martine reported on recruitment and service delivery,particularly responding to sharply increasing public
enquiries, supplying of COVID test kits to the community, and public health service in the schools.
Staff Member Mingo spoke about environmental health issues, including a dangerous housing situation urgently requiring
remediation, Use Acceptability Training, and the Brinnon Water Consolidation project.
3. Natural Resources Program Coordinator Report
Natural Resources Program Coordinator Tami Pokorny provided a presentation on current natural resources projects.
Discussion followed.
NEW BUSINESS
1. COVID-19 Pandemic Update
Dr. Berry described the seriousness of COVID in Jefferson County, particularly in sports, but not in schools. She also
addressed vaccine efficacy, booster shots, adherence to the vaccine mandate for restaurants,and the authority for issuing
mandates. Discussion followed.
2. Joint Resolution of the Jefferson County Board of Health and the Board of the Jefferson County Public Hospital
District#2 in Support of All Public Health and Hospital District Employees and Declaring Health Misinformation
a Public Health Crisis
Member Kolff read the proposed resolution. Discussion and suggestions for amendment followed. The resolution text
was revised.
MOTION: Commissioner Brotherton moved to approve the resolution of Jefferson County Washington Board of
Health,as revised. Member Adams seconded the motion which carried by a unanimous vote.
MOTION: Member Westerman moved to accept the Jefferson Healthcare Board as signatories to this resolution,
if they so choose,at their meeting next week. Commissioner Brotherton seconded the motion which carried by a
unanimous vote.
3. Discussion: Climate Change—Consideration of a Resolution Declaring Climate Change a Global Public Health
Threat
This discussion was tabled due to lack of time;to be rescheduled.
ACTIVITY UPDATE
Diverse board members expressed thanks for the efforts of all board members. Members Kolff and Adams also expressed
appreciation upon being reappointed to the board.

The next Board of Health meeting will be held online as a virtual meeting on Thursday, October 21,2021 from 2:30 p.m.

ADJOURNMENT
Chair Dean adjourned the September 16,2021 Jefferson County Board of Health meeting at 4:42 p.m. until the
next Regular Meeting or Special Meeting as properly noticed.
