HomeMy WebLinkAboutUndersheriff JEFFERSON COUNTY JOB DESCRIPTION Position: UNDERSHERIFF FLSA: Exempt-Administrative Department: Sheriff UNION: Exempt Annual Hours Worked: 2080 CIVIL SERVICE: Exempt Salary System Grade: MGR22 Adopted: October 2021 Approved by: Human Resources Manager '4_< r } t 1.0 MAJOR FUNCTION AND PURPOSE 1.1 Persons in this position are responsible for planning, organizing, directing and controlling the activities of the Sheriff's Office. Primarily the functions of patrol,enforcement, and investigations. 2.0 SUPERVISION RECEIVED 2.1 Persons in this position are given significant discretion,within the scope of policy and regulations, in the routine performance of their duties; supervision and guidance are received from the elected Sheriff. Makes decisions in the absence of the elected Sheriff. 3.0 SUPERVISION RECEIVED 3.1 Persons in this position supervises employees,volunteers,Reserves Deputies, Cadets and support staff,through subordinate supervisors. Responsible for the overall directions,coordination, and evaluation of the Administrative, Patrol, Civil, Communications and Corrections,Emergency Management, and Investigations, units. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing,hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. 4.0 SPECIFIC DUTIES AND RESPONSIBILITIES 4.1 Assures the effective and efficient utilization of the Sheriff's Office personnel,funds, materials, facilities and time. Continuously analyzes and evaluates operations, actions and trends related to all Divisions to assure efficiency and adequacy of services and to assess and coordinate risk management within the Sheriffs Office. Responsible for the maintenance of professional structure, appearance,decorum and discipline within the Sheriffs Office, and overall supervision of Sheriff's Office staff as assigned. Insures that all departmental employees receive adequate and appropriate training. 4.2 Oversees the operation of fiscal practices which allow the maintenance of a balanced budget,the coordination and revision of policies and procedures. Jefferson County Job Description: Sheriff—Undersheriff Page 2 of 5 4.3 As a fully Commissioned law enforcement position,may engage in any and all law enforcement activities or duties associated with both Line Deputies,Line Sergeants, or Corrections Officers. 4.6 Acts as the designated Media Information Officer, or MIO, and as the departmental spokesperson at the direction of the Sheriff. Responsible for completion and/or review of all Media releases, and is the primary liaison to all segments of the news vs media. 4.7 Responsible for the coordination and direction of all major criminal investigations occurring in Jefferson County. The position is second in the Chain of Command behind the Sheriff in all matters relating to Sheriff's Office functions and responsibilities. Routinely assumes the position of acting Sheriff in the County in the absence of the Sheriff 4.8 Accountable for the efficient and effective management of the Patrol Division and the Investigation Division. 4.9 When required, assumes responsibility for the Civil and Corrections Divisions to insure optimum service to the County 4.10 Perform other tasks as directed by the elected Sheriff 5.0 REQUIRED KNOWLEDGE,SKILLS AND ABILITIES 5.1 Ability to read, analyze, and interpret common scientific and technical journals, policy and regulations, and legal documents. Ability to respond to common inquiries or complaints from customers,regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors. 5.2 Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions,percentages, ratios, and proportions to practical situations. 5.3 Ability to define problems; collect data, establish facts, and draw valid conclusions.Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. 5.4 Requires the ability to read and interpret codified laws, court rules, administrative and legal policies, directives, Civil Service Rules,Union contracts,County ordinances, policies, and procedures, and the ability to apply them accordingly. 5.5 Responsible for applying thorough and full-scope knowledge of modern law enforcement methods, systems and procedures, and sound management and administrative principles and techniques. 5.6 Knowledge of all laws governing law enforcement activities including investigations, civil actions,arrest, incarceration, and emergency response. Jefferson County Job Description: Sheriff—Undersheriff Page 3 of 5 5.7 Ability to use a typewriter,personal computer and software, computer terminal, calculator, and other office equipment standard to areas of assignment and to adapt to new and/or modified equipment which may be acquired. 5.8 Implement and maintain sound organizational practices. Must be able to implement team approach to problem solving and process improvements. 5.9 Maintain a high standard for accuracy, completeness, and efficiency in the preparation of reports and budgets. Independent and self-motivated to complete required deadlines while simultaneously completing other tasks. 5.10 While performing the duties of this job,the employee is regularly required to talk or hear. The employee frequently is required to sit and use hands to finger,handle, or feel objects,tools,or controls. The employee is occasionally required to stand;walk; reach with hands and arms; climb or balance; and stoop, kneel, crouch or crawl. 5.11 Good health,and goad physical condition, appropriate to the position. The employee must occasionally lift and/or move up to 100 pounds. Specific vision requirements include: close vision,distance vision, color vision, peripheral vision; depth perception, and the ability to adjust focus. 5.12 Maintain physical fitness at a level that allows for proficient use of unarmed defensive tactics, handcuffing,the use of other arrest tools or techniques,the operation of motor vehicles, or other moderate to highly strenuous activities in a variety of possible environments, to include arresting persons who may physically resist. 6.0 MINIUMUM QUALIFICATIONS 6.1 Masters Degree(MA} in Criminal Justice, Sociology, or a related field of study and four(4) years of law enforcement experience with a minimum of one(1)year progressively responsible supervisory experience. OR Bachelors Degree(BA or BSI in Criminal Justice, Sociology, or a related field of study and six (6)years of law enforcement experience with a minimum of two (2)years progressively responsible supervisory experience. OR High School degree or GED and ten(10)years of law enforcement experience with a minimum of three(3)years progressively responsible supervisory experience; OR Equivalent combination of education and experience. 6.2 Valid Washington State Driver's License with a driving record tree of serious or frequent violations. 6.3 Must pass a thorough background investigation which includes being fingerprinted. 6.4 Must successfully complete the Washington State Criminal Justice Basic Law Enforcement Training Academy or Equivalency Academy and on-going certification as a Law Enforcement Officer in the State of Washington. Jefferson County Job Description: Sheriff—Undersheriff Page 4 of 5 6.5 As a Commissioned position,the Undersheriff is authorized and expected to carry and properly utilize firearms as a normal requirement of duty. The successful qualification and continued proficiency with firearms is a requirement of employment. 6.6 Career level certification through the Washington State Criminal Justice Training Commission {WSCJTC)as a Law Enforcement Executive, or ability to achieve same v4—'ithin one year of hire. 7.0 DESIRABLE QUALIFICATIONS AND ABILITIES ILITIES 7.1 Completion of the WSCJTC Command College and/or the FBI National Academy,PERF, SPI Command Development Course, California POST, or similar advanced Command and Leadership Training Program. 7.2 Demonstrated skill and experience in investigating felony crimes, and/or managing investigative units. 7.3 Knowledge of local, State, and federal laws applicable to the on-going efficient operation of the Sheriffs Office. 7.4 Ability to attend and successfully complete advanced law enforcement training courses as offered by the State,private entities or the Federal government. 7.5 Ability to obtain and maintain certificates necessary for functional skills performance, maintenance and improvement in the following: Breath Alcohol Content Verifier Certification, firearms qualification,Industrial First Aid/CPR certification, Radar Operation Certification, and OC-10 Chemical Spray Use Certification. 7.6 Demonstrated successful supervisory and managerial experience. 7.7 Ability to operate a motor vehicle in emergency response and pursuit situations. 7.8 Ability to quickly grasp new techniques, deal with rapid changes in events, remain calm in stressful situations,relate to various personality styles in a calm, professional manner. 7.9 Understands the need for maintaining confidentiality of sensitive information. 7.10 Assure efficient and effective utilization of volunteers and department personnel,funds, materials, facilities, and time. 7.11 Demonstrated ability to plan, manage, and prepare complex budgets. 7.12 Ability to prepare concise, accurate and complete written and oral reports. Ability to speak before groups both small and large. 7.13 The Undersheriff maintains and fosters close working relationships with other law enforcement, public and private agencies. This position requires the ability for professional conduct and decorum, recognition of the social impact of law enforcement functions, and the tactful and courteous treatment of the public during both on and off duty periods. Jefferson County Job Description: Sheriff—Undersheriff Page 5 of 5 7.14 This position requires ability to resolving conflicts and otherwise maintaining harmonious relationships in activities throughout the organization and with the public for purposes of ensuring that efforts are effectively directed toward the achievement of the Sheriffs goals and objectives for the agency. 8.0 ENVIRONMENT WORK O 8.1 While performing the duties of this job,the employee occasionally works in high,precarious places; in outside weather condition; and with explosives. 8.2 The noise level in the work environmental is usually moderate and occasionally loud.
