PERMIT HISTORY: Permit History reviewed. There are no plat conditions in the Snow Creek Ranch Lot (Lot 64 is un-platted). The
existing residence and both garages (no plumbing) were built in 1963. BLD2021-00392 is Pending- New Manufactured Home.
SEP2021-00121 will serve the future residence. An existing septic system and residence also reside on parcel 995400061. Parcel
995400061 is split by Hidden Valley Rd. CAM2020-00333: Current home near creek to be demolished. New home to be placed on
west side of 1 acre parcel. An approved demolition permit is not required prior to permit approval.
CRITICAL AREAS:
1. According to the Jefferson County GIS Maps, there is a Type "F" Stream located on the property. The submitted site plan shows
a stream (Snow Creek) located on the second parcel half, but not on the half with the proposed new development. The map
contours indicate that a Type "F" Stream is not located in the vicinity of the new development area. The proposed ground
disturbance is located more than 150 ft away from Snow Creek.
2. According to the Jefferson County GIS Maps, there are wetlands located on the southern half of the property. Hidden Valley
Road functionally isolates the new development area from the wetland area (JCC 18.22.270).
3. According to the Jefferson County GIS Maps, there is an "A" Flood Zone located on the property and near the proposed
development. According to the revised site plan (received 9/10/2021) and the 2019 FEMA FIRM, all the septic components
(including the reserve area) are located outside of the flood zone. No further action is required.
4. There is a Geological Hazardous Area (Seismic Hazard Area) located on the property. A Geotechnical Report Waiver request
was submitted on September 24th, 2021 to be waived from the requirement to submit a Geotechnical Report. The request was
approved on October 6th, 2021 by the UDC Administrator. The applicants have submitted a notarized hold harmless compliant
with Jefferson County Code (JCC) 18.22.550 on October 14th, 2021. The document is recorded under AFN 648673.
5. There is a SUSC located on the property. No special report is required.
6. According to the DAHP GIS Maps, there is a potential archaeological resource located approximately within 395 ft of the
proposed project area. DAHP sent DCD their findings on 9/20/2021: "The project is located in an area determined to be at high risk
of containing archaeology according to the DAHP predictive model. However, as no previous archaeological resources are
reported from this area, and because the highest risk areas of the property were previously developed with a garage in 1963, the
DAHP does not recommend an archaeological survey at this time. Instead, we recommend the project move forward following a
standard Inadvertent Discovery Plan. I have assigned this correspondence to DAHP Project 2021-09-06411".
STORMWATER:
1.Full Infiltration (Drywell) T5.30: 8 ft x 8 ft x 6 ft; 1,661/1,000= 1.661, 1.661x 90= 149.49 sq. ft (minimum size requirement), 7 x 7
x 4 is minimum dimension requirement.
2.Tim Thomas Soil Logs: Average depth to water table= 59.5 inches (5 ft), Depth of loamy fine sand = 64 inches (5 ft), Depth of
loamy medium sand= 43.5 inches (3.6 ft), There are compact soils for about 4.5 ft in soil logs 3 & 4.
3.Sheet Flow Dispersion- Phone Call with Carter E. (EH Sanitarian) (9/8/2021): "Sheet Flow Dispersion will be okay off the
driveway". Carter confirmed that there should be enough room between the 10 ft flow path and the reserve area.

Dear KEVIN AMO:
The Department of Community Development is in the process of reviewing your application. The
following information is needed to continue review of your project.
1. SOIL LOGS: The assigned planner (Amanda Hunt) has requested soil logs from the septic designer
(Tim Thomas) to determine if the property meets the soil requirements for the proposed 8 ft x 8 ft x 6 ft
Drywell (BMP T5.10A). Please be advised that additional information may be requested dependent upon
the soil log results.
2. ARCHEOLOGICAL RESOURCES: According to the Department of Archaeology and Historical Preservation
(DAHP) GIS Maps, there is a potential archaeological resource located within approximately 395 ft of the
proposed project area. An email has been sent to DAHP to verify if a cultural survey or other reports are
required. The assigned planner (Amanda Hunt) will inform the applicant of DAHP's response.
3. STORMWATER BMPS: According to the submitted Stormwater Pollution Prevention Plan (Worksheet B1),
the applicant has selected Wattles (C235) and/or Silt Fence (C233) to stabilize soils and control on-site
sediment during construction activities. Please revise the submitted building permit site plan (BLD2021-
00392) showing and labeling the location of both stormwater BMP’s.
4. DRIVEWAY STORMWATER BMP: The applicant has selected Full Dispersion (BMP T5.30) to manage
driveway stormwater runoff. According to the 2019 Western Washington Stormwater Manual, "the
dispersion area may contain utilities and utility easements, but not septic systems ", "the discharge of runoff
from the dispersion area must be located downslope of the primary and reserve drainfield areas", and "the flow
path from the impervious surface through the area preserved as forest or native vegetation must be at least 100
feet in length". Based on the submitted site plan, the property does not meet the listed Full Dispersion BMP
criteria as described in the 2019 Western Washington Stormwater Manual. The second-best option for
driveway stormwater BMP’s would be Sheet Flow Dispersion (BMP T5.12). If the applicant would like to use
Sheet Flow Dispersion, please revise the building permit site plan (BLD2021-00392) showing and labeling the
2-foot-wide gravel (or other feasible material) transition zone and the 10-foot-wide vegetated flow path.
5. GEOTECHNICAL REPORT: Upon review of Jefferson County GIS maps, the proposed new septic system
and manufactured home are located in a Seismic Hazard Area. Jefferson County Department of Community
Development (DCD) is therefore requesting that the applicant consult a geotechnical professional to conduct a
geological assessment of the entire proposed project area. The geotechnical professional shall prepare a
geological letter, geological report, or geotechnical report based on their findings. Please review JCC
18.22.540(4) to determine what type of geological assessment form should be submitted to Jefferson County.
The report recommendations/conclusions will need to include a statement addressing the proposed new septic
system and manufactured home in the geological hazardous area. Please also have the professional geologist
confirm if there is any standing or flowing water on the subject property.
6. SEPTIC RESERVE AREA: Based on the Federal Emergency Management Agency GIS Flood Maps,
there is an “A” Flood Zone located on the subject property. The proposed new manufacture home and most of
the proposed new septic system components are located outside of the “A” Flood Zone. However, the septic
system reserve area may potentially be located in the flood zone. Please contact the septic designer to either
demonstrate that the septic system reserve area is located outside of the flood zone, or please request that
the septic system reserve area be moved further away from the flood zone. Please revise the septic system site
plan (SEP2021-00121) accordingly. Please see the attached screenshot for the referenced Federal
Emergency Management Agency GIS Flood Maps.
7. DEMOLITION PERMIT: The applicant must apply for a Demolition Permit and receive approval from the
Jefferson County Department of Community Development prior to the approval of the Type I Building Permit
(BLD2021-00392). DCD is required to determine if there will be any issues with the demolition process prior to
allowing construction of another residence on the subject property. You can contact the DCD Front Staff to
inquire about the Demolition Permit application materials and fee process.
Please submit the above information to the Department of Community Development within 90 days of the date
of this letter which would be 12/9/2021. Please call 360-379-4450 to speak with the assigned planner if you
