Request – Approval Recommendation
Kevin and Stephanie Amo applied for a geotechnical report waiver during the course of a
building (BLD2021-00392) and septic (SEP2021-00121) permit application. They plan to
construct a new manufactured home and septic system. Their property is mapped as a Seismic
Hazard Area. I have reviewed the waiver request submitted by Kevin Amo, available map and
data, and completed the attached geohazard checklist. They will implement applicable best
management practices during construction. The building area has an approximate slope of 1%
and the parcel has an overall slope of 1%. Based on our available data, Kevin and Stephanie’s
site, proposed development, and analysis from the geohazard checklist I find that the standards
for a geotechnical report waiver, under Jefferson County Code 18.22.910, have been satisfied.

12.Septic Soil Logs: There are loamy fine sand, loamy medium sand, and compact soils located on the
subject property.
13.Jefferson County GIS Maps: There is carlsborg gravelly loamy sand soils located on the subject
property. Ratings for buildings is "not limited". Ratings for septic systems is "very limited".
14.1975 Soil Survey of Jefferson County: Carlsborg gravelly loamy and has 15 to 30 percent slopes.
"This soil is along the glacial outwash moraine terraces where they converge with the steep ravines
and drainageways. Runoff is slow to moderate, and the hazard of water erosion is slight to
moderate".

-See Parcel 998200345 Geotechnical Report: A Geotechnical Report with similar on-site soils submitted to
Jefferson County indicates that "proper construction practices, long term drainage measures, and reducing
the impact of grading effects on the existing slopes is important to maintaining long term site stability".
-JCC 18.25.530(1)(6)(7): Clearing, Grading and Vegetation Removal. Drainage and Erosion Control.
Vegetation Retention.
The proposed development (BLD2021-000392 & SEP2021-00127) complies with the standards in
18.25.530(1)(6)(7). Minimum vegetation protection standards shall be included in the conditions of both
permits. The applicant is proposing to build a factory assembled structure. The proposed new manufactured
home's engineered foundation will be reviewed under the minimum earthquake requirements (i.e. Seismic
Zone D2 - West End is D2- R30.12(1)) in the 2015 International Building Code (IBC) (JCC 15.15). The
engineered foundation shall require lateral earthquake bracing. The interior of the new manufactured
home (i.e framing, plumbing, drywall materials, etc.) will be reviewed under the Federal Department of
Housing and Urban Development (HUD). Both permits therefore also satisfy the requirements in JCC
18.25.530(11)(15).
-JCC 18.22.910 Waivers: The administrator may waive the requirement for a special report in limited
circumstances when an applicant demonstrates all of the following: (1) The proposal involved will not
affect the critical area in a manner contrary to the goals, purposes, and objectives of this code; and (2) The
minimum protection standards required by this chapter are satisfied. [Ord. 5-20 § 2 (Appx. A)] According to
JCC 18.22.500, “It is recognized that the elimination of all risk from geologic hazards is not feasible to
achieve but the purpose of this article is to reduce the risk to acceptable levels”. The proposed
development satisfies the minimum protection standards in 18.25.530(1)(6)(7)(11)(15), and therefore
satisfies the purpose of Article V. Geologically Hazardous Areas in Chapter 18.22.
