1.0 MAJOR FUNCTION AND PURPOSE
Supports the Director of Environmental Health&Water Quality by supervising the professional
Environmental Health program staff Serves as a key member of the Public Health Department's
Management Team and works to continually improve the effectiveness and efficiency of the Department of
Health.
2.0 SUPERVISION RECEIVED
Persons in this position are given significant discretion,within the scope of policy and regulations, in the
routine performance of their duties; supervision and guidance are received from the Director of
Environmental Health& Water Quality.
3.0 SUPERVISION EXERCISED
This position leads and directs the professional Environmental Health program staff Carries out supervisory
responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include
interviewing,making recommendations on hiring and training employees; planning, assigning, and directing
work; appraising performance; including measures to correct performance deficiencies when necessary;
addressing complaints and resolving problems.
4.0 SPECIFIC DUTIES AND RESPONSIBILITIES
Duties include but are not limited to the following:
Leads and directs Environmental Health program staff.
Closely coordinates and collaborates with Department of Community Development staff to resolve problems
and complaints associated with permit processing and operations.
Continuously works on process improvements that reduce problems and complaints associated with
permitting processing and operations.
Performs field inspections related to permits, public complaints and reports of illness as needed in support of
all Environmental Health programs.
Coordinates with Community Health staff and other state and local agencies as appropriate. Investigates the
factors responsible for specific disease outbreaks. Interviews affected individuals, obtains appropriate

samples for laboratory analysis and investigates suspected sources. Takes appropriate corrective actions,and
reports findings to agency partners and the public as per policies and procedures.
Meets with citizens to discuss and resolve concerns and complaints related to environmental health program
operations.
Makes presentations to various boards, commissions, and public interest groups.
Attends and participates in various meetings, conferences, and workshops, and relates the County's position
and/or policy as appropriate.
Assigns work plans to completion,appropriate staff, monitors assures quality, and meets time-line
P obligations of departmental work plan.
Ensures that staff goals and objectives are related to the work plan,monitors the work plan to assure
compliance, and evaluates all staff on outcome objectives on a quarterly basis.
Ensures that Jefferson County policies are supported and recommends policy and procedural changes where
such changes are necessary to meet policy objectives or State and/or federal law.
Recommends professional development plan for each staff member on an annual basis. Insures such
development plans are completed.
Recommends annual training plan to Director that includes: training necessary for individual staff to do
present job;training necessary for staff to improve skills; and training that improves the capacity of the entire
department.
Collaborates with the Director and the Water Quality Program Manager on the development and
management of the Environmental Health&Water Quality budget.
Implements local, state and federal land use laws and regulations.
May serve as the Acting Director of Environmental Health and Water Quality in the event of the Director's
absence.
Collaborates with other county departments on management of permit database and upgrades/conversions
when they occur.
Assists other departments or agencies as required,and provides professional and technical advice related to
environmental health programs, such as reviewing subdivisions and other properties to determine suitability
of building sites from an environmental health perspective.
Performs other duties as assigned.
5.0 REQUIRED KNOWLEDGE AND ABILITIES To perform this job successfully, an individual must

Language Skills: Ability to read, analyze, and interpret common scientific and technical journals,financial
reports, and legal documents.Ability to respond to common inquires or complaints from customers,
regulatory agencies, or members of the business community. Ability to write speeches and articles for
publication concerning economic, social and environmental change in clear, effective, persuasive, and

professional manner.Ability to effectively prepare and/or direct preparation of, and present comprehensive
reports,presentations, budgets and correspondence to top management, public groups, and/or boards.
Mathematical Skills: Ability to work with mathematical concepts such as probability and statistical
inference. Ability to apply concepts such as fractions,percentages, ratios, and proportions to practical
situations.
Reasoning Ability: Ability to define problems, collect data, establish facts, and draw valid conclusions,
Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal
with several abstract and concrete variables.
Skill in working in a team based work environment.
Ability to quickly grasp new techniques, deal with rapid changes in events,remain calm in stressful
situations, and relate to various personality styles in a calm, professional manner.
Understands the need for maintaining confidentiality of sensitive information.
Assure efficient and effective utilization of volunteers and department personnel, funds, materials, facilities

6.0 MINIMUM QUALIFICATIONS
Master's degree from an accredited college or university in Public Health,Environmental Health, Sanitary
Science, Environmental Science,Environmental Planning,Biology, Environmental Policy or the Natural
Sciences and three(3)years progressively responsible environmental health and administrative experience,
with at least one(1)year as manager of discrete work unit including direct responsibility for performance of
a team and/or individual subordinates; OR
Bachelor of Science or Bachelor of Arts degree from an accredited college or university in Public Health,
Environmental Health, Sanitary Science,Environmental Science,Environmental Planning, Biology,
Environmental Policy or the Natural Sciences and three(3)years progressively responsible environmental
health and administrative experience,with at least one(1)year as manager, supervisor or lead of a discrete
work unit which included direct responsibility for performance of a team and/or individual subordinates; OR
Or,an equivalent combination of education and experience
Must have or obtain registration as a Sanitarian or Environmental Health Specialist with Washington State
Environmental Health Association or the National Environmental Health Association within 2 years of
employment.
Knowledge and skills in environmental health programs, inspections,regulations, practices and techniques,
development review, and other related knowledge including federal, state, and local laws.
A valid Washington State Driver's License is required or the ability to obtain one within 30 days of
employment; and maintaining the Driver's License for the duration of employment with the County is
required.
Must pass a Criminal History Check.
While performing the duties of this job the employee frequently is required to talk or hear and use hands to
finger,handle, or feel objects,tools, or controls. The employee is regularly required to sit. The employee is

occasionally required to climb, balance, stoop, kneel,crouch,crawl, stand, walk, and reach with hands or
arms.
Good health, and good physical condition, appropriate to the position. The employee must occasionally lift
and/or move up to 50 pounds. Specific vision requirements include close vision,distance vision, color vision,
peripheral vision; depth perception,the ability to adjust focus;the ability to read small print,and night
vision.
