HomeMy WebLinkAboutPublic Health Supervisor JEFFERSON COUNTY JOB DESCRIPTION Position: Public Health Supervisor FLSA: Exempt-Professional Department: Public Health Union: Exempt Annual Hours Worked: 2080 Adopted: October 2021 Exempt Salary System Grade: MGR19 Approved: 1 ((I c ; /.jy 1.0 MAJOR FUNCTION AND PURPOSE 1.1 Tracks and implements Public Health Nursing programs and contracts for Jefferson County citizens. Designs, writes and coordinates nursing practices, manages credentialing and licensure documentation, nursing procedures, and agency protocols for all Community Health programs; coordinates nursing program budgets; and performs oversight of health care records procedures and HIPPA for agency, patient files and forms. 2.0 SUPERVISION RECEIVED 2.1 Persons in this position are given discretion, within the scope of policy and regulations, in the routine performance of their duties; supervision and guidance are received from the Public Health Director and they are a member of the management team. Develops evaluation of programs with lead staff, Assessment Coordinator and Department Director. 3.0 SUPERVISION EXERCISED 3.1 Persons in this position supervise budgets, contacts and. contacted work and employees and others contracted to other providers. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Uses sound professional and technical judgment, conforms to adapted policies and procedures, solves problems and achieves results consistent with Department goals and objectives. 4.0 SPECIFIC DUTIES AND RESPONSIBILITIES 4.1 Review, track and implement department programs both in writing and deliverables to maintain contracts. Is expert in field and resource to the department in specialty area. 4.2 Coordinates and plans program services. Plans through interagency and community collaboration how to provide program, outreach, schedules and conduct the provision of services. 4.3 Educates and instructs individuals and groups of all ages in health promotion activities, maintains department branding in all programs in Community Health. Jefferson County Job Description: Public Health Supervisor Page: 2 of 4 4.4 May provide clinical services as assigned, assures back up is available in staffing. 4.5 May refer patients to appropriate community agencies and facilitates the linkage process but provides assurance and policy development if the linkages are incomplete. 4.6 Responsible for structuring own continuing education via workshops, current literature and resources. 4.8 Attends conferences, professional seminars and regular staff meetings as required for professional development&to represent agency. 4.9 Maintains schedules; of rooms and. work, vacation calendars for all Community Health staff. 4.10 Performs other tasks as directed. 5.0 REQUIRED KNOWLEDGE AND ABILITIES 5.1 Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, staff, customers, and the general public. 5.2 Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions,percentages, ratios, and proportions to practical situations. 5.3 Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. 5.4 Ability to establish rapport with clients from diverse backgrounds and lifestyles in a professional manner, including knowledge and ability to discuss explicit sexual behaviors and drug use practices. 5.5 Ability to communicate and work cooperatively with staff, community physicians and a variety of groups and agencies. 5.6 Knowledge of the medical care system, health care system, and public health system in Washington State. 5.7 Ability to use personal computer, required software, and. other office equipment standard to the area of assignment and to adapt to new and/or modified equipment which maybe acquired. Ability to implement and maintain sound organizational practices. 5.9 Maintain a high standard for accuracy, completeness, and efficiency in the preparation of reports and budgets. Independent and self-motivated to complete required deadlines while simultaneously completing other tasks. 5.10 While performing the duties of this job,the employee is frequently required to talk or hear. The employee is regularly required to sit. The employee is occasionally required to climb or balance; and stoop, kneel, crouch, or crawl; stand; walk; use hands to finger, handle, or feel objects, tools, or controls; and reach with hands and arms. 5.11 Good health, and good. physical condition, appropriate to the position. The employee must occasionally Lift and/or move up to 10 pounds. Specific vision requirements include: close vision, color vision, distance vision, and the ability to adjust focus. 6.0 MINIMUM QUALIFICATIONS 6.1 Master's degree (M. A.) or equivalent in Public Health,Nursing Science or other related health field; and four (4) years of Public Health experience, including one (1) year demonstrated supervisory responsibility, in an agency providing generalized Public Health services, or Bachelor's degree (B.A.) in Nursing from a school of nursing accredited by the National League of Nursing or the equivalent. or Equivalent combination of education and experience. 6.2 Valid Washington State Driver's License. 6.3 Valid Washington State Registered Nurse license with. no restrictions. 7.0 DESIRABLE QUALIFICATIONS AND ABILITIES 7.1 Familiarity with tools, instruments, equipment and techniques commonly used in the performance of related tasks. 7.3 Ability to quickly grasp new techniques, deal with rapid changes in events, remain calm in stressful situations, relate to others in a calm, professional manner. 7.4 Understands the need, and has the ability to maintain confidentiality of sensitive information. 7.5 Ability to interpret and apply federal, state and local laws and regulations which may affect situations involving public health and public nursing care.
