HomeMy WebLinkAboutAppraiser Trainee 2021Job Title: Department: Reports to: FLSA Exempt (Y/N): Union: BBP: Salary Level: Location: Approved By: Approved Date: JEFFERSON COUNTY Job Description Appraiser Trainee Assessor Assessor No UFCW No Grade 25 Courthouse Human Resources Manager June 2021 SUMMARY This is "trainee" position under the direction of the Lead Appraiser or Senior Residential Appraiser to learn to perform appraisals of real property to establish a fair and accurate value upon which property taxes will be assessed by performing the following duties. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Assist and support the work of other appraisers in determining fair and accurate values upon which property taxes will be assessed. Work results are reviewed for accuracy, completeness and compliance with policies and regulations. Prepare and enter the property data into the computer. Review computerized valuations with an accredited appraisal staff member. Participate in discussions and final determinations of property assessments as determined from the computerized cost/market information and the local knowledge of the appraisal staff. Become familiar with the operations, schedules and responsibilities of the Assessor's Office particularly as it relates to the valuation of real property. Attend continuing education to maintain accreditation. Interview persons familiar with property and immediate surroundings, such as contractors, home owners, realtors and others to obtain pertinent information. Locate and determine boundaries of property by use and interpretation of maps, legal descriptions, zoning information, aerial photographs and other pertinent background information as required. Inspect land, buildings and other improvements to obtain basic data for appraisal. Interview owners and others familiar with property. Take measurements, gather construction details, determine improvements, investigate usage changes, take photographs and record observations. Measure and classify improvements as to quality of construction and accrued depreciation. Classify land by location and physical characteristics. Assemble and analyze data to appraise property. Determine market value of property using bench mark sales data. Make adjustments for location and physical characteristics. Compute reproduction costs and apply depreciation factors as necessary to determine value of buildings and other improvements. Contact other County departments (Planning and Public Works - Roads), State agencies, realtors, contractors, buyers, sellers, lenders, etc. to gather information influencing property values. Update maps, records and data files using information gathered during the course of duties to assure the accuracy of future assignments. Perform other duties as assigned. The requirements listed below are representative of the knowledge, skill and/or ability required. EDUCATION and/or EXPERIENCE Associate's degree (A.A.) or equivalent from two-year college or technical school in programs with an emphasis on business, construction, statistics or a related field; or related experience and/or training; or equivalent combination of education and experience. LANGUAGE SHILLS Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public. MATHEMATICAL SHILLS Ability to work with mathematical concepts such as probability and statistical inference and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations. REASONING ABILITY Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. CERTIFICATES, LICENSES, REGISTRATIONS Must have upon hire and maintain a valid Washington State Driver's License with a driving record free of serious or frequent violations. Must become an accredited Washington State Appraiser by passing the State Accreditation Examination or passage of IAAO Course 101 within one (1) year of employment. OTHER KNOWLEDGE, SHILLS AND ABILITIES Requires physical ability to travel by foot for considerable periods on all types of terrain under varied weather conditions, in remote areas, and the ability to deal with loose dogs or other types of animals. Ability to work alone and in remote locations, subject to outside temperatures, direct sunlight, and/or dampness. Requires the ability to learn modern property appraisal principles and practices, including land mapping and surveying, property description and measurement, construction principles and practices, and contracts and conveyance. Ability to read and interpret maps, aerial photographs and legal descriptions. Requires the ability to learn architectural designs, blueprint reading, real estate law, zoning regulations and development of subdivisions. Knowledge of personal computers and/or computer assisted appraisal programs, Jefferson County Job Description: Appraiser Trainee Page 4 of 4 Ability to use tact, diplomacy, discretion and courtesy in dealing with concerned property owners and citizens who can be uncooperative or hostile regarding the assessment process. Ability to perform other duties assigned including work in other functional areas to cover absences or relief to equalize peak work periods or to balance the workload. CAREER LADDER POSITION This position is the entry level position in a career ladder for Residential Appraiser. The next position is a Residential Appraiser. Advancement from Appraiser Trainee to Residential Appraiser within the career ladder requires completion of the requirements for Residential Appraiser and a positive recommendation from the Assessor.
