MINUTES
Jefferson County Board of Commissioners
Regular Meeting — October 18, 2021, 9:00 a.m.
Jefferson County Courthouse—Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Chair Kate Dean, Commissioner Greg Brotherton and
Commissioner Heidi Eisenhour participated in the meeting remotely. Chair Dean called the meeting to
order at the appointed time.
PUBLIC COMMENT PERIOD: No virtual comments received. The Board discussed
emailed comments received. They also discussed when they should implement additional public
comment periods during regular meetings.
COMMISSIONERS' BRIEFING SESSION: Commissioner Eisenhour discussed
recent meetings she attended.
PUBLIC COMMENT PERIOD - Continued: Chair Dean opened the meeting to allow
for a comment from the public. The following is a summary of the comment made virtually by an
individual in attendance at the meeting and reflect their personal opinions:
• Comment regarding a Class Action Lawsuit by military service members against the Biden
Administration.
The Commissioners addressed the one comment received.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Brotherton moved to approve the items on the Consent Agenda as presented. Commissioner Eisenhour
seconded the motion which carried by a unanimous vote.
1. AGREEMENT re: Breast, Cervical and Colon Health Program Services; In the Amount of
$1,400; Jefferson County Public Health; Seattle and King County Public Health
2. AGREEMENT No. IAA22098 re: Interagency for BECCA Programs and Services, to include
At Risk Youth(ARY), Child in Need of Services (CHINS) & Truancy Petitions; In the Amount
of$ 23,471; Jefferson County Juvenile Services; Washington State Administrative Office of the
Courts (AOC)
3. MINUTES re: Regular Meeting Minutes of October 4, 2021; Special Meeting Minutes of
October 4, 2021 (WSAC Virtual Assembly), October 7, 2021 (Department Budget Planning)
October 7, 2021 (Affordable Housing Purchase and Sale Agreement) and October 8, 2021
(County Administrator Interviews)

4. Payment of Jefferson County Vouchers/Warrants Dated October 11, 2021 Totaling
$1,441,838.72 and Dated October 13, 2021 Totaling $447.64 (Records of all claims submitted for
payment along with vouchers approved and signed by the Board of Jefferson County Commissioners are retained by
the Jefferson County Auditor and Public Works Department.)
5. Payment of Jefferson County A/P Warrants Done by Payroll Dated October 11, 2021
Totaling$145,023.42 (Records of all claims submitted for payment along with A/P Warrants approved by the
Payroll Services Manager are retained in the Jefferson County Auditor's Office)
PROCLAMATION re: National Disability Employment Month: All three
Commissioners read aloud the proclamation. Commissioner Eisenhour read from a list of businesses
who employ those with disabilities. Commissioner Brotherton moved to approve the Proclamation
which proclaims October 2021 as National Disability Employment Month. Commissioner Eisenhour
seconded the motion which carried by a unanimous vote.
WEEKLY UPDATE re: COVID-19: Deputy Public Health Officer Dr. Thomas Locke
provided information on the COVID-19 virus in Jefferson County and Emergency Management Director
Willie Bence provided a situation report.
HEARING re: Adoption of the 2022-2027 Six-Year Transportation Improvement
Program (TIP): Public Works Director/County Engineer Monte Reinders and Assistant Public Works
Director/Engineering Services Manager Eric Kuzma wer present to discuss the 28 projects on the Six-
Year TIP, Interactive TIP map and Jefferson County Bridge Condition Report.
Chair Dean opened the hearing for public testimony. Hearing no comments, she closed the public
hearing. Commissioner Eisenhour moved to approve RESOLUTION NO. 63-21 re: Adoption of the
2022-2027 Jefferson County TIP as presented. Commissioner Brotherton seconded the motion which
carried by a unanimous vote.
The meeting was recessed at 10:46 a.m. and reconvened at 10:56 a.m. with all three
Commissioners present.
COMMISSIONERS' BRIEFING SESSION—Continued: The Commissioners and
Interim County Administrator discussed recent meetings, miscellaneous topics and reviewed upcoming
meetings. Interim County Administrator Mark McCauley discussed a draft Fireworks Ordinance and
provided an update regarding County Administrator negotiations. The Commissioners also discussed
Elected Officials salaries, which they will review further at a future meeting.
The meeting was recessed at 11:37 a.m. and reconvened at 1:32 p.m. with all three
Commissioners present.
WORKSHOP re: 2021 Comprehensive Plan Amendment Cycle: Department of
Community Development(DCD) Director Brent Butler and Interim Planning Manager David Wayne
Johnson were present to provide information on the 2021 Comprehensive Plan Amendment Cycle and
answer questions posed by the Board.
BRIEFING re: County Administrator Budget: Interim County Administrator Mark
McCauley reviewed the proposed 2022 County Administrator Budget with the Board.

Administrator/Central Services Director Mark McCauley reviewed the following with the Board.
• Review of items to discuss
• Weekly Covid-19 Discussion
• Draft Fireworks Ordinance
• Climate Action goals; potential creation of a green purchasing policy
• Electric vehicle charging stations
• Calendar Coordination
• Transit Board membership
• Fort Worden PDA update
• Climate Action Goals
NOTICE OF ADJOURNMENT: Chair Dean adjourned the meeting at 3:59 p.m. until
the next regular meeting or special meeting as properly noticed.
