In the Matter of Establishing }
County Commissioner Districts }
RESOLUTION NO. 96-01
WHEREAS, RCW 29.70.100, requires each County to periodically redistrict its governmental unit based
on population information from the most recent federal decennial census, and
WHEREAS, on April 26, 2001, the Washington State Redistricting Commission forwarded to Jefferson
County census information to be used for redistricting purposes, and
WHEREAS, RCW 29.70.100, requires that each County prepare a plan for redistricting within eight
months of said census information being received, and
WHEREAS, December 17, 2001 is within the eight month period allowed, and
WHEREAS, RCW 29.70.100 requires the plan for redistricting to be consistent with the following
criteria:
(a) Each internal director, council, or commissioner district shall be as nearly equal in population as
possible to each and every other such district comprising the municipal corporation, county, or special purpose district.
(b) Each district shall be as compact as possible.
(c) Each district shall consist of geographically contiguous area.
(d) Population data may not be used for purposes of favoring or disfavoring any racial group or political
party.
( e) To the extent feasible and if not inconsistent with the basic enabling legislation for the municipal
corporation, county, or district, the district boundaries shall coincide with existing recognized natural boundaries and
shall, to the extent possible, preserve existing communities of related and mutual interest, and
WHEREAS, a public hearing was held, after notice was given, on December 6, 2001 in Port Townsend,
Washington on the proposed redistricting plan which included three options, all of which met the above criteria, and
WHEREAS, RCW 36.32.020 provides for establishment of three (3) County Commissioner Districts with
each district representing, as nearly as possible, one-third (113) of the County's population, each district being as compact
as possible, and the voting precincts of the districts not being divided by said district lines; and
WHEREAS, the Board of Commissioners last adopted a redistricting plan in 1991, and
WHEREAS, the Board of County Commissioners, Jefferson County, Washington, held a public hearing
on the redistricting plan on December 6, 2001, have reviewed the comments received and concluded that the
Commissioner Districts established by their plan, as set out below, created districts meeting the criteria as required.
NOW THEREFORE BE IT RESOLVED, by the Board of Jefferson County Commissioners that the
Commissioner Districts for Jefferson County are established as follows:

Commissioner District 1
Commissioner District 1 is described as follows:
All of Voter Precincts 701, 702, 703, 704, 705, 706, 707, 708, 709
Together with that portion of Voter Precinct 106 described as follows:
All of Section 5 Township 30 North Range 1 West W.M., and
All of Section 32 Township 31 North Range 1 West W.M.,
Together with that portion of Section 4 Township 30 North Range 1
West W.M., lying Westerly of the Westerly City Limits of Port
Townsend, Jefferson County, Washington, and
Together with that portion of Section 33 Township 31 North Range 1 West W.M., lying Westerly of the
Westerly City Limits of
Port Townsend, Jefferson County, Washington and,
Together with the North Jjz of Section 8 Township 30 North Range 1 West W.M" and
Together with that portion of the North 1/2 of Section 9 Township 30 North Range 1 West, W.M., lying
Westerly of the Westerly City Limits
of Port Townsend, Jefferson County, Washington.
Commissioner District 2
Commissioner District 2 is described as follows:
All of Voter Precincts 104, 105, 303, 304, 305, 306, 401
Together with that portion of Voter Precinct 107 described as follows:
All of Sections 31 and 32 Township 30 North Range 1 West W.M., and
All of Section 5 Township 29 North Range 1 West W.M.,
Together with the West Ih of Section 4 Township 29 North Range 1 West, W.M., and
Together with the North Jjz of the North Ih of Sections 8 Township 29 North Range 1 West, W.M. and
Together with the North Ih of the North Yz of the West Yz of Section 9 Township 29 North Range 1 West,
W.M.
And Less that portion of Voter Precinct 106 described as follows:
All of Section 5 Township 30 North Range 1 West W.M., and all of
