Dear Mr. Wellner,
The building design documents submitted for the three building permit applications referenced
above have been reviewed for conformance with the locally adopted codes along with the Washington
State amendments. This review letter contains only those comments related to the Building
Department’s review and does not reflect any additional needs of any other division or County
department. Please also recognize, that this letter may be considered preliminary, as without complete
architectural plans, additional comments may become necessary upon review of resubmitted complete
construction plans. Absent an architect of record, please also consider assignment of an architect of
record, engineer of record, or some other “Design Professional in Responsible Charge” to oversee the
preparation and coordination of plans for the project, and to satisfy the requirements of IBC Section
107.3.4.
Please review the project data above, and the plan review comments below. It is important that you
then follow the instructions for re-submittal following the plan review comments.
PLAN REVIEW COMMENTS:
Comments for Buildings J under application BLD2021-00301:
1. There does not appear to be a full architectural plan. While the structure is substantially
represented in the structural plans, Sheets L1.1 and L1.2 appear to be the only “architectural”
plans included. Is there a full set of architectural plans?
2. L1.1 & L1.2. The Code Summary identifies the project to utilize the 2015 International Building
Code (IBC) and 2015 Washington State Energy Code (WSEC). The project, submitted after
February 2021, shall satisfy the requirements of the 2018 editions of the codes adopted by the
State of Washington and Jefferson County. Please clarify and/or correct.
3. L1.1 & L1.2. The Code Summary identifies the building as a Construction Type III-B. Type III-
B buildings are comprised of minimum 2-hour exterior bearing walls in accordance with IBC
Sections 601, 602, and 704.10. The plan goes on to note the north and south bearing walls are
2-hour rated (from the inside only); however, the plans do not include any rated assembly or
construction details for rated exterior wall assemblies. Please clarify and/or correct.
(Note: Otherwise, if the exterior bearing walls are not 2-hour fire-resistive rated, then the
buildings would be considered Construction Type V-B, which would also require
revisions to the allowable area calculations.)
4. Energy Code compliance forms utilized are for the 2015 edition of the WSEC. This project shall
satisfy the 2018 Washington State Energy Code. Revised, updated compliance forms should
be provided.
5. S1.1J & S1.2J. IBC 706.6 requires vertical continuity of fire walls to extend a minimum of 30
inches above the roof unless certain exceptions are satisfied. The plans do not describe a
continuation above the roof, nor are any of the 706.6 exceptions noted or components described
if the proposal is to utilize one of the conditional exceptions. Please provide a description and/or
complete details of how the requirements of IBC 706.6 will be satisfied.

6. S1.1J & S1.2J. The building is provided with a 3-hour fire wall in order to separate the building
into multiple fire areas, each less than 12,000 square feet in order to avoid an automatic fire
sprinkler system requirement (IBC 903.2.9). The fire wall is shown with door openings. The
Plan Key Notes identifies the doors to be “3-hour rated doors” but continue with “By Others.”
Without full architectural plans, if the structural plans are to supplement as the architectural
design, Doors such as the 3-hour fire doors should be fully described, and included as part of
the plan set, without a confusing reference of “by others.” Please fully identify the rated door
assemblies proposed indicating satisfaction of IBC Section 716.5 and Table 716.5 and clarify
that they are included as part of this project.
7. S2.0J. The Building J Section at 1/S2.0J appears to have the corridor locations reversed
between upper level and lower level. Please correct the discrepancy to avoid confusion.
8. The geo-technical engineer recommends installation of foundation drains at the perimeter of
each building and along the heel of the retaining walls. The foundation wall details on Sheet
S3.0 refer to “Ftg drain by others” and “Footing drain by civil”, though the civil drawings do not
appear to include the footing drain system. Please clarify that the footing drains will be included
and specify pipe type and material, installation requirements, grades and discharge locations.
Comments for Buildings A under application BLD2021-00303:

Comments for Buildings E under application BLD2021-00302 are as follows:
16. There is no architectural plan or interior layout plan provided. While the structure is substantially
represented in the structural plans, no plans are provided to describe basic construction type,
building height and area, interior configurations, proposed uses, accessibility, egress systems,
etc. Please provide a complete architectural plan for the proposed project that include
satisfaction of IBC Sections 107.1 and 107.2.
17. The Energy Code compliance forms submitted are for the 2015 edition of the code. This project
shall satisfy the 2018 Washington State Energy Code. This building is also identified in the
compliance forms as a “semi-heated” building (as opposed to a “low-energy” building suggested
for Buildings J and A of the same complex). Please be sure the architectural plans include all
necessary building thermal envelope and mechanical system components required for a semi-
heated building, as described in WSEC Section C402.1.1.2.
18. The geo-technical engineer recommends installation of foundation drains at the perimeter of
each building and along the heel of the retaining walls. The construction plans do not depict
any form of footing/foundation drains. Please clarify.
Overall:
19. The project requires that restrooms be provided in a number and location that satisfy the
requirements of IBC Chapters 29 and 11, as well as the accessibility requirements of ICC/ANSI
A117.1. References are made to existing restrooms in the primary office building, however, no
description of the facilities has been provided, nor have distances been described, number of
fixtures, accessible routes, etc. If restroom facilities are not to be included in the newly proposed
buildings, please provide an explanation and description of existing accessible facilities that are
suitable to serve the increased occupant loads proposed.
Unfortunately, the construction plans cannot be recommended for approval for building permits until all
outstanding issues are resolved.
To re-submit plans:
Please make the required corrections and/or clarifications and submit revised electronic copies of the
plans (.PDF or .DWF) clearly identifying all revisions.
Submitted electronically, once approved, the electronic sets will contain the approval indications and
will be returned to the City electronically for the City record, and copies will be provided to the
applicant/architect in order to print off official “Approved Site Copy” of the plans to be maintained on-
site during construction. Electronic plans may be e-mailed to mbarth@codeproswa.com and
dcd@co.jefferson.wa.us or instructions and passwords may be provided for us to download the revised

plans from a FTP site or similar arrangement, or they can simply be mailed on a CD or flash-drive to
the address below.
To aid in the timely review of the revised plans, please detail all corrections and/or revisions in a cover
letter, numbered the same as the comments above. Revisions should be marked on the sheets and
noted with a cloud surrounding them or some other method to distinguish the changes. Please also be
sure to identify if any other changes are made that are not associated with the plan review comments.
Design documents and calculations prepared by a registered architect or professional engineer must
include the design professional’s original signature, “wet” stamp, registration number and date; as
required under RCW 18.08 & WAC 308-12-081 for architects, or RCW 18.43 & WAC 196-23-020 for
engineers; or, a “digital signature” as defined by the State of Washington. Additional Information in
regard to the Washington State design professional regulations, please see the “Guidelines for Building
Officials and Design Professionals prepared by Washington State Department of Licensing and
