Joint Oversight Board on Affordable Housing and Homeless Housing
Regular Meeting — Wednesday, May 26, 2021 at 2:00 p.m.
Commissioners' Chambers, Jefferson County Courthouse
1820 Jefferson Street, Port Townsend, WA 98368
CALL TO ORDER: The members of the Joint Oversight Board (JOB) participated in
the meeting remotely. Jefferson County Commissioner/Rotating Chair Greg Brotherton called the
meeting to order in the presence of Member Frank Hoffman and Member Terry Smith. City of Port
Townsend Mayor/Councilmember/Member Michelle Sandoval joined the meeting shortly after it began.
Also present was Affordable Housing Task Force Facilitator Lizanne Coker, Bayside Housing
Development Director Greer Gates and Jefferson County Central Services Director Mark McCauley.
Rotating Chair Brotherton stated he would like to add a discussion of the Jefferson County and City of
Port Townsend Interlocal (ILA)to today's meeting.
APPROVAL OF MINUTES: Member Smith moved to approve the Regular Meeting
Minutes of April 28, 2021 as presented. Member Hoffman seconded the motion. The motion carried.
PUBLIC COMMENTS: There were no comments.
UPDATE re: Fund 148 and Fund 149: Facilitator Coker provided an update on Fund
148 and Fund 149.
UPDATE re: Request for Proposals (RFP): Member Sandoval suggested adding fund
information to the RFPs so that it is clear which fund they are requesting funding from.
DISCUSSION re: Setting the Award Amount for the 2022 Request for Proposals
(RFP): After discussion, Member Sandoval moved to approve the staff's suggestion for the RFP with
the funding recommendation of Fund 148 and 149 for the granting process for 2021 and 2022; $175,000
for Fund 148 and $275,000 for Fund 149. Member Smith seconded the motion. The motion carried.
DISCUSSION re: Housing Task Force Membership: Facilitator Coker noted that
Habitat for Housing Executive Director Jamie Maciejewski has applied to serve on the Housing Task
Force. Member Smith moved to have Director Maciejewski join the Affordable Housing Task Force.
Member Sandoval seconded motion. The motion carried.
GOALS FOR 2021 and Future Agenda items: Rotating Chair Brotherton stated that
since SB1590 funds are new, there should be an additional County member and a City of Port Townsend
member added to the Affordable Housing Task Force, the Joint Oversight Board, and subcommittees.
Member Smith cautioned on growing the committee because when the Board is too large, meetings can

take longer and sometimes there is not time to address all agenda items. Member Sandoval stated that it
can be harder to get a quorum for larger groups and that adding additional members to a subcommittee
may be more appropriate. She also advised that with more revenue comes more projects that need to be
completed. Member Hoffman requested that the meeting agenda should reflect what was discussed at
the prior meeting.
PRESENTATION re: Bayside Housing/Johnson Block Plan: Bayside Housing
Development Director Greer Gates provided an overview of the plans for the Johnson Block Plan and
long-term goals for a modular apartment building.
FUTURE MEETING AGENDA ITEMS: The members stated they would like to hold
a discussion on the 5-Year Plan at a future meeting. They also discussed how they would like to receive
meeting information.
NOTICE OF ADJOURNMENT: Rotating Chair Brotherton adjourned the meeting at
3:56 p.m. until the next regular meeting or special meeting as properly noticed.
