MINUTES
Joint Oversight Board on Affordable Housing and Homeless Housing
Regular Meeting — Wednesday, June 23, 2021 at 2:00 p.m.
Commissioners' Chambers, Jefferson County Courthouse
1820 Jefferson Street, Port Townsend, WA 98368
CALL TO ORDER: The members of the Joint Oversight Board(JOB)participated in
the meeting remotely. Jefferson County Commissioner/Rotating Chair Greg Brotherton called the
meeting to order in the presence of City of Port Townsend Mayor/Councilmember/Member Michelle
Sandoval, Amanda Funaro and Member Frank Hoffman. Member Terry Smith joined the meeting
shortly after it began. Also present was Affordable Housing Task Force Facilitator Lizanne Coker.
APPROVAL OF MINUTES: Member Hoffman moved to approve the Regular Meeting
Minutes of May 26, 2021 as presented. Member Sandoval seconded the motion. The motion carried.
DISCUSSION re: Shelter Team/Building Review: Rotating Chair Brotherton provided
a Shelter Team report. The team looked at the Jefferson Community School to see if it would be a viable
building for transitional housing. After discussion, Member Funaro moved to move forward with the
Customer Assistance Meeting(CAM)process [for the Jefferson Community School]. Member Smith
seconded the motion which carried by a unanimous vote.
DISCUSSION re: Housing Task Force Membership: Rotating Chair Brotherton
suggested adding a City and a County Planning Commission member to the Task Force. Member
Sandoval noted that there may be changes to the Interlocal Agreement between the City of Port
Townsend and Jefferson County and she suggested waiting to make that decision. After discussion,the
Joint Oversight Board members decided to hold this conversation with the Affordable Housing Task
Force.
DISCUSSION re: Strategic Housing Plan/Draft 2020 Housing Task Force Report:
The members will review the report and provide feedback to Facilitator Coker. She will also be sharing
the report with the Affordable Housing Task Force.
UPDATE re: Fund 148 and Fund 149: Facilitator Coker provided an update on Fund
148 and Fund 149.
UPDATE re: Request for Proposals (RFP): Facilitator Coker reported that the RFP for
Affordable Housing/Homeless Housing funds has been posted.
DISCUSSION re: Eviction Resolution Program (ERP): Facilitator Coker reviewed the
ERP program with the members. Rotating Chair Brotherton allowed City of Port Townsend
Councilmember Ariel Speser to provide further insight to the program. The members agreed to have
Facilitator Coker pursue the ERP. Facilitator Coker also explained the need to have a Strategic Plan.

DISCUSSION re: Goals for 2021 and Future Agenda Items: The members decided to
table conversation on this until the Interlocal Agreement between the City of Port Townsend and
Jefferson County is complete.
PUBLIC COMMENTS: There were no public comments. Facilitator Coker reviewed
emailed comments received. Discussion followed regarding those comments.
FUTURE MEETING AGENDA ITEMS: The members stated they would like to have
conversations about potable water and on-site septic systems.
NOTICE OF ADJOURNMENT: Rotating Chair Brotherton adjourned the meeting at
3:50 p.m. until the next regular meeting or special meeting as properly noticed.
