MINUTES
Joint Oversight Board on Affordable Housing and Homeless Housing
Regular Meeting — Wednesday, July 28, 2021 at 2:00 p.m.
Commissioners' Chambers, Jefferson County Courthouse
1820 Jefferson Street, Port Townsend, WA 98368
CALL TO ORDER: The members of the Joint Oversight Board(JOB)participated in
the meeting remotely. City of Port Townsend Mayor/Rotating Chair Michelle Sandoval called the
meeting to order in the presence of Jefferson County Commissioner Greg Brotherton, Member Amanda
Funaro and Member Frank Hoffman. Also present was Affordable Housing Task Force Facilitator
Lizanne Coker, Dove House Executive Director Beulah Kingsolver and Advocate Sarah Rogers.
APPROVAL OF MINUTES: Member Brotherton moved to approve the Regular
Meeting Minutes of June 23, 2021 as presented. Member Funaro seconded the motion. The motion
carried.
PUBLIC COMMENTS: There were no public comments. Facilitator Coker stated there
were no emailed comments received.
UPDATE re: Homeless Encampment Property/Transitional Housing: Member
Brotherton introduced Dove House Executive Director and Advocate Sarah Rogers who reviewed the
proposed modified floor plans of the Jefferson Community School (JCS), if purchased, followed by
group discussion. Member Brotherton provided a Homeless Encampment property update and explained
that the Commissioners entered into a Purchase and Sale Agreement with the Mill Road property.
UPDATE re: Request for Proposals (RFP): Facilitator Coker provided an update on
the RFP Process.
UPDATE re: Fund 148 and Fund 149: Facilitator Coker reviewed Fund 148 and Fund
149 with the Joint Oversight Board.
DISCUSSION re: 2022 Goals and Old Business: Not discussed.
NEW BUSINESS: The members discussed the Emergency Rapid Grant, Housing
Provider discussion at a recent Board of County Commissioners meeting, and miscellaneous topics.
NOTICE OF ADJOURNMENT: Rotating Chair Sandoval adjourned the meeting at
3:26 p.m. until the next regular meeting or special meeting as properly noticed.
