MINUTES
Joint Oversight Board on Affordable Housing and Homeless Housing
Regular Meeting — Wednesday, August 25, 2021 at 2:00 p.m.
Commissioners' Chambers, Jefferson County Courthouse
1820 Jefferson Street, Port Townsend, WA 98368
CALL TO ORDER: The members of the Joint Oversight Board (JOB)participated in
the meeting remotely. Jefferson County Commissioner/Rotating Chair Greg Brotherton called the
meeting to order in the presence of City of Port Townsend Mayor/Councilmember Michelle Sandoval,
Member Terry Smith and Member Frank Hoffman. Also present was Affordable Housing Task Force
Facilitator Lizanne Coker.
APPROVAL OF MINUTES: Member Hoffman moved to approve the Regular Meeting
Minutes of July 28, 2021 as presented. Member Sandoval seconded the motion. The motion carried.
PUBLIC COMMENTS: There were no public comments no emailed comments
received.
UPDATE re: Fund 148 and Fund 149: Facilitator Coker noted there is no financial
update since the last Affordable Housing Task Force meeting.
DISCUSSION re: Area Median Income (AMI): The JOB members reviewed the AMI
information. Facilitator Coker will gather more information and report back to the group at a later date.
HOUSING TASK FORCE UPDATE: Facilitator Coker stated there is no update.
UPDATE re: Request for Proposals: Facilitator Coker and Member Smith provided an
RFP panel update.
DISCUSSION re: Two Housing Grants: Facilitator Coker stated there is a Washington
State Department of Commerce Planning Grant and a Housing Action Plan and Implementation (HAPI)
Grant available. She believes that the Joint Oversight Board members should only pursue the HAPI
grant. After discussion, Member Smith moved to have the JOB pursue the possibility of the Commerce's
HAPI grant. Member Hoffman seconded the motion. The motion carried.
UPDATE re: Interlocal Agreement(ILA) between the City of Port Townsend and
Jefferson County: Not discussed as there is no new information.
FUTURE MEETING AGENDA ITEMS: Member Brotherton noted that Peninsula
Housing Authority Executive Director Sarah Martinez will be giving a presentation at the September 8,
2021 Affordable Housing Task Force meeting (this was later cancelled) on the PHA and housing

vouchers. Interlocal Agreement(ILA) and Request for Proposals (RFP)recommendations to be
discussed at the next JOB meeting.
NOTICE OF ADJOURNMENT: Rotating Chair Brotherton adjourned the meeting at
3:11 p.m. until the next regular meeting or special meeting as properly noticed.
