HomeMy WebLinkAboutM092221 JOB 2 Cityaf port " ' ,r _ Townsend g�sf,,N,0 MINUTES Joint Oversight Board on Affordable Housing and Homeless Housing Regular Meeting — Wednesday, September 22, 2021 at 2:00 p.m. Commissioners' Chambers, Jefferson County Courthouse 1820 Jefferson Street, Port Townsend, WA 98368 CALL TO ORDER: The members of the Joint Oversight Board(JOB)participated in the meeting remotely. City of Port Townsend Mayor/Councilmember/Rotating Chair Michelle Sandoval called the meeting to order in the presence of Jefferson County Commissioner Heidi Eisenhour (substitute for Commissioner Greg Brotherton), Member Terry Smith and Member Frank Hoffman. Also present was Affordable Housing Task Force Facilitator Lizanne Coker and Interim County Administrator Mark McCauley. Member Amanda Funaro joined shortly after the meeting began. APPROVAL OF MINUTES: Member Smith moved to approve the Regular Meeting Minutes of August 25, 2021 as presented. Member Hoffman seconded the motion. The motion carried. PUBLIC COMMENTS: There were no public comments no emailed comments received. UPDATE re: Fund 148 and Fund 149: Interim County Administrator McCauley reviewed the revenue trends, HB1406 tax and budget. JOB members participated in discussion. DISCUSSION re: HOUSING TASK FORCE MEMBERSHIP: Rotating Chair Sandoval stated that she would like to table discussion until the outcome of the Interlocal (ILA) Agreement between the City of Port Townsend and Jefferson County. DISCUSSION re: Housing Action Plan and Implementation (HAPI) Grant: Facilitator Coker reviewed the grant process. DISCUSSION re: 2020 Annual Report: Facilitator Coker reviewed the 2020 Annual Report with JOB members. DISCUSSION re: Update of Fund 148 and Fund 149—Continued: Interim County Administrator McCauley stated there is enough available funds to fund all of the proposed RFP projects. 1 Joint Oversight Board on Affordable Housing—Regular Meeting Minutes of September 22, 2021 DISCUSSION re: 2022 Request for Proposals (RFP)—Review RFP Panel Recommendations: The JOB members reviewed the RFP Panel's recommendations. After discussion, Member Smith move to approve a funding recommendation of an additional $79,387 for the RFPs that weren't funded in the previous recommendation. Her motion failed for lack of a second. Below is the table that was discussed and reached consensus by the Board: RECOMMENDATI RECOMMENDATI APPLICANT REQUESTED ON ON AMOUNT Fund 148 Fund 149 Dove House—Emergency temporary shelter for $87,588 $87,588 victims of domestic violence Habitat-Repair 5 homes for w/30%AMI $50,000 $50,000 Bayside - PTAC Heater $35,000 $35,000 Bayside- Tiny Shelter Support for 4 homes $28,000 $28,000 OlyCAP—Haines St Cottages $40,000 $40,000 OlyCAP—Emergency Shelter $218,000 $90,000 $128,000 Pfeiffer House/Owl 360 $70,800 $70,800 TOTALS: $529,388 $245,800 $283,588 Grand Total: $529,388 After discussion, Member Smith moved to recommend that Jefferson County fund the OlyCAP Adult Shelter: $90,000 from Fund 148, and $128,000 from 149, the OlyCAP Haines Street Cottages for $40,000 from Fund 149, the Bayside PTAC Heater for$35,000 from Fund 148, the Dove House Domestic Violence Shelter Emergency Shelter for $87,588 from Fund 149, the Habitat for Humanity Critical Home Repairs for$50,000 from Fund 148, the Bayside Housing Tiny Shelter Village Support for$28,000 from Fund 149, the Pfeiffer House project for$70,800 from Fund 149. FUTURE MEETING AGENDA ITEMS: Interlocal Agreement(ILA), Task Force and JOB membership will be future agenda items. NOTICE OF ADJOURNMENT: Rotating Chair Sandoval adjourned the meeting at 3:01 p.m. until the next regular meeting or special meeting as properly noticed.
