CALL TO ORDER: Jefferson County Commission/Rotating Chair Greg Brotherton called the
Regular Meeting to order after confirming there was a quorum. Also present at the meeting was
Facilitator Lizanne Coker.
REVIEW and APPROVAL of MINUTES: Member Martinez noted that on the June 9, 2021
Minutes, it stated that the next Shelter Team report was April 27, 2021. Rotating Chair
Brotherton noted that the correct date of the next Shelter Team is May 20, 2021. Member
Sandoval moved to approve the meeting minutes with that amendment. Member Hoffman
seconded the motion. The motion carried.
ACKNOWLEDGMENT of WRITTEN PUBLIC COMMENTS: Rotating Chair Brotherton
noted quite a few comments regarding the housing hub located near the first roundabout in Port
Townsend and establishing a new campground relocation for the population currently residing at
the Jefferson County Fairgrounds. After discussion, Commissioner Brotherton opened the floor
to allow public comments. Two individuals provided comments.
DISCUSSION re: Financial Report on Funds 148 and Fund 149: Rotating Chair Brotherton
and Facilitator Coker reviewed the finance report on Fund 148 and Fund 149 with the Task
Force.
PRESENTATION re: Washington State Department Commerce: Washington State Department of
Commerce Coordinated Entry Manager Andrea Avila gave a presentation on Coordinated Entry in
Washington State. She answered questions posed by the Task Force Members.
DISCUSSION re: Sub-Committee Team Reports: Rotating Chair Brotherton gave a Shelter
Team report. Their subcommittee will be meeting again on June 17, 2021.
DISCUSSION re: Provider Update: The Task Force members heard provider updates from
OlyCAP regarding the American Legion Shelter and the homeless encampment at the Jefferson
County Fairgrounds.
DISCUSSION re: Request for Proposal(RFP) Update: Facilitator Coker provided an update
on the RFP process and stated that a team needs to be formed soon.
FUTURE MEETINGS and AGENDA ITEMS: The Task Force discussed items to be added to
upcoming agendas: OlyCAP Coordinated Entry update, Interlocal Agreement between the City
of Port Townsend and Jefferson County, grant process, Jefferson County Code discussions
regarding On-site septic systems and more,homeless encampment, Bayside Housing update, and
the housing eviction moratorium. The next meeting will be held on July 14, 2021.
ADJOURNMENT: Rotating Chair Brotherton adjourned the meeting at 3:59 p.m.
