CALL TO ORDER: City of Port Townsend Mayor/Rotating Chair Sandoval called the Regular
Meeting to order after confirming there was a quorum. Also present at the meeting was
Facilitator Lizanne Coker and Jefferson County Central Services Director Mark McCauley.
REVIEW and APPROVAL of MINUTES: Commissioner Brotherton made a motion to
approve the Regular Meeting Minutes of March 10, 2021 as presented. Member Stimson
seconded the motion. The motion carried.
ACKNOWLEDGMENT of WRITTEN PUBLIC COMMENTS: There were no comments to
address.
DISCUSSION re: Shelter Team Report: Commissioner Brotherton gave a report on the recent
meetings of the Shelter Team. Their subcommittee will be meeting again on April 27, 2021.
DISCUSSION re: Request for Proposal(RFP) Update: Facilitator Coker provided a
presentation on the RFP process and followed up on a request to clarify the specific uses for
Fund 148 and Fund 149. Rotating Chair Sandoval and Member Brotherton will discuss
administration of funds with their staff.
DISCUSSION re: 2020 Grantees Update: The Task Force members heard provider reports
from Bayside Housing, the Community Build Project, Lawrence Street Apartment renovation,
American Legion Shelter,the homeless encampment at the Jefferson County Fairgrounds and
OlyCAP's rental assistance program.
ADDITIONAL BUSINESS re: Review of Fund 148 and Fund 149: Central Services Director
Mark McCauley provided a finance report on Fund 148 and Fund. 149.
DISCUSSION re: Goals for 2021: The Task Force members discussed how local non-profit
organizations may want to request that Jefferson County and the City of Port Townsend act as
grantee agencies for Federal or State grants.
FUTURE MEETINGS and AGENDA ITEMS: The Task Force members expressed desire for
providers fewer provider reports at each meeting. Washington State Department of Commerce
will be providing an update on the Coordinated Entry Advisory Board (CEAB) process at the
June 2021 Task Force meeting.
ADJOURNMENT: Rotating Chair Sandoval adjourned the meeting at 3:44 p.m.
