CALL TO ORDER: Port Townsend Mayor/Rotating Chair Michelle Sandoval called the
Regular Meeting to order after confirming there was a quorum. Also present at the meeting was
Facilitator Lizanne Coker.
REVIEW and APPROVAL of MINUTES: Member Smith a made a motion to approve the
Regular Meeting Minutes of June 9, 2021 as presented. Member Stimson seconded the motion.
The motion carried.
ACKNOWLEDGMENT of WRITTEN PUBLIC COMMENTS: There were no comments to
address.
DISCUSSION re: Review of Fund 148 and Fund 149: Facilitator Coker reviewed the Fund
148 and Fund 149 update provided by Jefferson County Interim County Administrator Mark
McCauley. Member Brotherton reported that an additional $27,000 from Fund 148 will be used
to pay back Jefferson Healthcare for the parking lot at 7th Haven(formerly known as the 7th and
Hendricks Project). Rotating Chair Sandoval requested that the HB 1590 Funds have a
designated line item in the next monthly report.
PRESENTATION re: Eviction Moratorium: Housing Solutions Network(HSN)/Mediator
Kathryn Maly, Member Gonzales-Berg and Member Cronmiller gave a presentation on the
eviction moratorium, dispute resolution and Standing Order in Jefferson County Court.
DISCUSSION re: City of Port Townsend/Jefferson County Interlocal Agreement: Member
Brotherton and Rotating Chair Sandoval provided information that the City of Port Townsend
provided a Draft Interlocal Agreement(ILA) for Jefferson County to review.
DISCUSSION re: Sub-Committee Team Reports: Task Force members discussed the
following:
• Shelter Team Update
• Customer Assistance Meeting(CAM) for the Jefferson Community School
• A potential 30-acre site for acquisition on Mill Road
• Jefferson County is considering hiring a Grant Writer and a Project Manager to facilitate
the projects
• There is a Commerce Grant for immediate shelter use
• The contract for the American Legion is still under discussion
• The next Shelter Meeting Subcommittee will be meeting again on Friday, July 16, 2021.
Task Force members heard provider updates. The American Legion Shelter will require an
additional $70,000 due to their new contract. The homeless encampment at the Jefferson County
Fairgrounds was discussed. Member Kingfisher requested that we come together with all our
funding sources and create a thoughtful plan for building future housing for workforce housing,
supportive housing and senior housing. Member Maciejewski expressed concern regarding
purchasing a campground site that cannot be developed into an emergency shelter later. Member
Monroe noted Growth Management Act(GMA)zoning changes are allowing growth in Oregon.
DISCUSSION re: Request for Proposals (RFP) Update: Facilitator Coker provided an update
on the RFP process. Members Fleming, Cochran, Carr and Morey will sit on the 2022 RFP
Panel. Rotating Chair Sandoval suggested that non-Task Force members also be allowed to sit on
the RFP review panel.
ADDITIONAL BUSINESS ITEM re: INVITATION: Member Cochrane shared a Community
Build Project flyer with the Task Force and requested the Rotating Chair Sandoval, Member
Brotherton and Facilitator Coker attend the event.
FUTURE MEETINGS and AGENDA ITEMS: Rotating Chair Sandoval requested that the
Task Force attendance and membership be reviewed. Task Force members expressed desire for
an update on Pfeiffer House renovation and a discussion of Air BNB's in Jefferson County.
Housing Solutions Network is hosting a discussion on housing with candidates who are running
for City Council.
ADJOURNMENT: Rotating Chair Sandoval adjourned the meeting at 4:01 p.m.
