HomeMy WebLinkAboutM110121 ,z..5oN co MINUTES Regular Meeting — November 1, 2021, 9:00 a.m. Jefferson County Courthouse—Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA CALL TO ORDER: Chair Kate Dean, Commissioner Greg Brotherton and Commissioner Heidi Eisenhour participated in the meeting remotely. Chair Dean called the meeting to order at the appointed time. PUBLIC COMMENT PERIOD: The following is a summary of comments made virtually by individuals in attendance at the meeting and reflect their personal opinions: • Comment regarding the CDC announcing that vaccinated individuals can spread COVID-19 the same as unvaccinated individuals. • Comment regarding adding an ingredient to children's doses of the Pfizer vaccine, and that it has not gone through clinical trials. The Commissioners and addressed comments and concerns raised during the Public Comment Period as well as addressed written comments received. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Brotherton moved to remove the Interlocal Agreement with the City of Port Townsend(Consent Agenda Item No. 7), and approve the remaining items on the Consent Agenda as presented. Commissioner Eisenhour seconded the motion which carried by a unanimous vote. 1. HEARING NOTICE re: Setting 2022 Ad Valorem Tax Levies; Hearing Scheduled for Monday, November 15, 2021 at 11:00 a.m. in the Commissioners' Chambers at the Jefferson County Courthouse, 1820 Jefferson Street, Port Townsend, WA 2. AGREEMENT re: Detention Services; In the Amount of$125 per day per bed(billed monthly, only as used); Jefferson County Juvenile Services; Kitsap County 3. AGREEMENT re: Little Quilcene River Bridge Replacement, Project No. 18020970, County Road No. 931507; In the Amount of$5,567,672; Jefferson County Public Works; Washington State Department of Transportation(WSDOT) 4. AGREEMENT re: Snow Creek Road, M.P. 0.84 Culvert Replacement, County Project No. 18020310; In the Amount of$1,663,750; Jefferson County Public Works; Washington State Public Works Board 5. AGREEMENT re: Loan Guarantee to Enable the Refinance of Debt and Resume Full Operations; In the Amount of$378,000 paid from Fund 123 —Grant Management Fund; Jefferson County Administrator; Fort Worden Public Development Authority (PDA) 1 Commissioners Meeting Minutes of November 1, 2021 6. AGREEMENT re: Interlocal to Criminal Justice Services Including Indigent Defense; In the Amount$491,000; Jefferson County Administrator; City of Port Townsend 7. AGREEMENT re: Interlocal to Support Affordable Housing and Homeless Housing Programs; No Dollar Amount; Jefferson County Administrator; City of Port Townsend (REMOVED and APPROVED later in the meeting) 8. MEMORANDUM OF AGREEMENT re: Annual Salary Support; In the Amount of$143,010; Washington State University(WSU) Jefferson County Extension; Washington State University (WSU) 9. MINUTES re: Regular Meeting Minutes of October 11, and 18, 2021 and Special Meeting Minutes of October 18, 2021 (WSAC Virtual Assembly) 10. Payment of Jefferson County Vouchers/Warrants Dated October 25, 2021 Totaling $370,628.08 (Records of all claims submitted for payment along with vouchers approved and signed by the Board of Jefferson County Commissioners are retained by the Jefferson County Auditor and Public Works Department.) DISCUSSION re: Interlocal to Support Affordable Housing and Homeless Housing Programs (Consent Agenda Item No. 7): The Commissioners discussed edits to Section 6 of the proposed ILA: Add the word "unexcused" after"consecutive meetings" and a scrivener error in Section 7. After discussion, Commissioner Eisenhour moved to approve the ILA with the City regarding Affordable Housing and Homelessness with the two changes proposed by Commissioner Brotherton. Chair Dean seconded the motion, which carried by a unanimous vote. COMMISSIONERS' BRIEFING SESSION: The Commissioners discussed recent meetings they attended, miscellaneous topics and reviewed upcoming meetings. WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Allison Berry provided information on the COVID-19 virus in Jefferson County. She also provided an Emergency Management update with information supplied by Emergency Management Director Willie Bence as he was unable to attend the meeting. COMMISSIONERS' BRIEFING SESSION- Continued: The Commissioners continued their review of upcoming meetings. The meeting was recessed at 10:13 a.m. and reconvened at 10:30 a.m. with all three Commissioners present. WORKSHOP re: 2022-2023 Biennial Budget and American Rescue Plan Act (ARPA): Interim County Administrator/Central Services Director Mark McCauley reviewed the proposed budget with the Board. An item of special interest was the Public Works Road Fund diversion to the Sheriff's Office, which may see a reduction of$50,000 per year moving forward. He will be discussing the diversion with the Public Works Director. The Board reviewed the funding issues and strategies as presented by the Interim County Administrator. The meeting was recessed at 11:56 a.m. and reconvened at 1:31 p.m. with all three Commissioners present. 2 Commissioners Meeting Minutes of November 1, 2021 UPDATE re: Duckabush Estuary Design; Washington State Department of Fish and Wildlife (DFW) Duckabush Estuary Bridge Restoration Project: DFW Environmental Planner/Project Manager Theresa Mitchell introduced her team and explained the Brinnon Duckabush Estuary Project with the Board. WORKSHOP re: Homelessness and Affordable Housing; Workplan Review: Department of Community Development(DCD) Director Brent Butler and Interim Planning Manager David Wayne Johnson were present to discuss the workplan for Homelessness and Affordable Housing. Assistant Planner Bryan Benjamin gave a presentation on Transient/Short-Term Rentals and Associate Planner Joel Peterson gave a presentation on the Temporary Homeless/Housing Facilities Ordinance. DCD staff participated in discussion with the Board. WORKSHOP re: 2022-2023 Biennial Budget and American Rescue Plan Act (ARPA) - Continued: Interim County Administrator Mark McCauley continued reviewing the 2022- 2023 Biennial Budget with the Board. NOTICE OF ADJOURNMENT: Chair Dean adjourned the meeting at 4:27 p.m. until the next regular meeting or special meeting as properly noticed.
