Do not open attachments or click on links if you are not expecting them. Hello, This is public testimony regarding the meeting to be held on November 15 regarding raising property taxes. Last year the BOCC raised sales tax. Now this year you want to raise property taxes. This is when the county is also receiving a windfall Covid funding. I oppose raising the tax rate. You are already receiving more property tax revenue verses last year. People are struggling with a tax called Inflation. For the county to now raise property taxes on top of increasing sales tax and Inflation is an insult. I urge the BOCC to hold the line on any more tax increases. Commissioners, My wife and I have resided in Quilcene for over 30 years. The past 6 years we have seen extraordinary acceleration in our property taxes. Between the years of 2015 and 2020 we have seen property taxes climb from $4031.88 to $6136.96. That is an average of 11% per year increase. Also of note is the tax base in our area is shrinking primarily due to the removal of the homes along the Big Quilcene River by the Salmon Enhancement Project and placing those properties in trust outside the tax base. You say that the reason for this new increase is the arrival of inflation. Who is responsible for inflation? Not the everyday homeowner. It is the government printing too much money and the regulatory environment that imposes excessive costs on the would be property owner. My recommendation is that the county look at each department and see where each department can find ways to decrease their budgets by 10 percent. A good place to start is the Department of Community Development. The Taxpayer needs to see you tighten your belts. The days are over for larger budgets every year to ever increase the size of a bloated County Government. The taxes on my property went up 5% in this last year alone and the last 5 years since 2016, the property tax I pay has gone up by 30% I am wondering why this amount of revenue apparently is not enough to fund the general fund, the county road district and The Conservation Futures. The county needs more money? I am just one home owner. As the property values increase in this market, the county is getting a wind fall of revenue from the property owners. I live here and I want to live here. I do not plan on selling. Unfortunately, it may come down to it, if one cannot afford taxes vs living in their own home. Over the past few years I have become alarmed at the leap in the amount I pay annually to cover property taxes. Last year I calculated the assessor's increase in my property value of about 10%, the previous year it went up over 20%, this year about 9%. The amount owed has grown from about $5300 in 2016 to a whopping $8006 this year. This will not be sustainable for me much longer. I am on a fixed income. Inflation is running rampant, and that income does not go as far as it did even 10 months ago. Is your reason for needing more money based on inflation? I am not responsible for the County's problem with inflation. I am struggling with it myself. And didn't you raise the sales tax rate last year? Perhaps you should consider cutting back on your own spending. Each department should present a plan to decrease their own budget before you punish the property owner who carries the burden of these increases on their back while the BOCC just demands more and more. However, one had a mask hanging from one ear, the other had it under their chin. It was not until later that evening I learned two of them were Covid positive, one definitely with symptoms. They will continue their multiple daily walks and other outdoor activities in our community of mostly elderly. Please define "stay home". What are your recommendations for outdoor activities, encountering and engaging with others when Covid positive? 1 4. I was disappointed to hear that the recent kindergarten Covid cluster at Chimacum Primary School may have been connected to an unvaccinated teacher... While I have heard that our school district employees are "fully compliant" with the mandate- I understand that to mean that all staff and teachers are either fully vaccinated OR have received an exemption for health or religious reasons. I imagine that disclosing the vaccination status of a teacher(or other school employee) is a violation of privacy, but how can we balance privacy and transparency to help families feel more safe? While I hope that many families will choose to vaccinate their young school-age children, I know there are many who are still feeling hesitant. Grant requirements • Applicants must be a city, county, or public utility district in partnership with an affordable housing project. • The city or county must have imposed a sales and use tax for affordable housing. • The new housing development must include at least 25% affordable units, which must have a strong probability of serving the target group for at least 25 years. • The affordable housing development must begin construction within 24 months of the grant award. i • Federal funds must be under contract by December 2024 and expended by December 2026. First, if there are four participants, what is a "majority"? By the usual definition, a majority would be more than 50%, so any vote / consensus would require approval by at least three of the four participants and approval by only two participants would not constitute passage of, for example, a motion. If, however, a meeting was held where only three members were present, approval by a "majority" would require only two members; i.e., by a simple majority of the members in attendance. Additionally, it suggests that a majority within each of the governing bodies would have to separately approve any proposed Final action of the ICG and subsequently by a majority of ICG meeting participants. Just prior to Thanksgiving, our volunteers will install hundreds of strands of lights tin the trees in the median near the Village Center. As in the past, Wave Broadband will graciously contribute bucket trucks and operators to enable stringing the lights up into the tops of the trees. Lakeside Industries will donate traffic control again this year. These outstanding partners help keep our volunteers safe. Our teams will also continue to perform best practices by masking and observing social distancing while performing the necessary tasks for completing the Holiday Lights installation. This volunteer activity always seems to be scheduled on the rainiest and coldest day of November. This team would not have it any other way! The lights will be turned on Thanksgiving evening and left on every evening through March. At that time, on another inclement day, our team of volunteers will return to remove the lights so the medians can be maintained by the County during the warmer months. As was with last year, due to COVID-19, the village tree lighting ceremony will not take 'place. Furthermore, the county expects another$4 million over the next two years from Washington State revenue sharing of those federal funds starting in September, 2022" So please, at least for the next couple of years, how about letting the Blue Collar Workers, tiny business employers, and us over 65 folks off the hook on this property tax hike, O.K.!?! MERCY I want to express my strong opposition to any hike in property taxes. As a resident of Jefferson County since 1979, I've watched as a funky, beautiful, affordable place has been sold by the so called visionaries le. Opportunists. They have succeeded in drawing the "Were All Here Because Were No All There" Crowd. They have brought there with them. Those of us that were here, made less money wise than we would have else where, but put up with it and figured out how to make it work. That is because it was worth it for the quality of life. It has sense become Dream City. Those who moved here put on Berets and Carhartts to fit in. They then wormed there way into politics to improve on things that worked for us. They cashed in elsewhere which was ruined and move here to share the dream. Their pockets were deeper than ours and the Realtors had a field day and continue to do so. The transplants wanted and you the county gave at our expense. Out of touch with the locals describe this best. Don't get me wrong, many who have moved here are great people and have put a lot of food on my table. The sales tax hike of .001% may not seem like much to you, but it all stacks up. Most of us did not receive bonuses like county employees. That money should be in a rainy day fund. Did those who sold us food get bonuses? The vast majority of us received little or nothing from a government that shut us down. The County is always crying poor. Like most government you are unable or willing to spend within your means. You adopt feel good policies that raise the cost of building, which in turn raises the value of the finished house which increases the amount of revenue you collect. Now you want more. This will make J.C. Even more expensive to live in. Get a grip. Our children that we raised here live else where, due to the lack of good jobs and the unaffordability of housing. I don't want to lose what my wife and I have spent 36 yrs building to those who live in an alternative reality. Tax's are not a problem when spent well. You never have enough. That is the excuse for the county road I live off of. The pot holes are filled not scraped out. They are than covered in mud and gravel. This is HEARING COMMENT good for a couple of rains. We get mud slush thats sicks like snow in the winter. Major dust when its dry no matter how slow you drive. Your guys do the best they can with the instructions and the poor material they have been given and have to work with. If this were done right, It would cost more upfront , but would last longer in the long run thus saving the tax payers money and you needing less. This just a single example of which there are many. These are sorry times when you can have Zoom meeting instead of having to face the people you are supposed to work for. You will never have enough. Start learning to work with what you have. I am an 81 year old widow, who choose to stay here after my husband died in 2008. I did so because I felt safe here.There was a sense of community and caring. I love the diversity and beauty and felt outweighed the convenience of moving back to Issaquah where we lived for 34 years and where I still own a business. I knew if I could continue to make occasional trips over and do most of my work via internet I would be able to support myself here and continue to live in the home my husband and I designed to live out our years.Since moving here in the year 2000, I have seen many changes.The rise and fall of the housing market but the meteoric of the past few years has surpassed what many of us could imagine. By the same token,taxes have raised as property values have increased.With the cost of living soaring it seems so uncaring for the Commissioners'to swoop in again raise taxes when they are benefiting so much from the rise in sales prices,and putting more of a burden on citizens who are trying to keep their III homes, so that we too do not become part of the homeless problem you seem so determined to solve. I do ask you to reconsider your plans to vote to yes on this increase. If not I am sure there are many of us who will voice involved inpolitics, I think it is time for myconscience have notgotten invo d our opinions at the ballot box. So far as I am aware, there has been no further refinement of those definitions through case law, which leaves the definitions you are asking about very ambiguous. Since I know you'll be interested in the technical issues and it helps answer your question #3: In almost all circumstances, the email files that we provide to requesters are either PDF portfolio files (More ambiguity... is that one file, or multiple files? Your average requester would almost certainly think of it as one file because it looks like one file and acts like one file.); or normal PDF files containing multiple emails, which should probably count more unambiguously as single files. For the most part, we do the latter when we need to perform a lot of redactions. We almost never provide emails in raw format such as PST, MSG, or EML formats because these very frequently encounter technical issues on the requester's end. In general, unless the requester is familiar with Outlook, or does all their email in Outlook by default,there is probably a lot of randomness in what happens on their computer or device when they try to open raw email formats. These observations are the product of a lot of requester complaints and time wasted by me on tech support before I concluded that PDF should be the default way to go. In fact, if my memory serves me correctly, only you and maybe two other people (both attorneys) have ever requested the original PST or EML files from Outlook so that you could possess all the metadata. For something like over 95% of requesters that is TMI. In my opinion, the ambiguity in the terms "electronic files or attachment" gives room to change this item in the policy and cost schedule, thereby skewing our electronic fee structure in favor of staff efficiency, production speed, and monetary cost to the requester. All three of those factors reflect the clear biases of the Public Records Act. WSDOT crews closed the bridge as a precaution during the afternoon of Monday Nov. 15 after the streamflow in the Elwha River exceeded 22,000 cubic feet per second. This is a threshold put in place to ensure the safety of the bridge and travelers. It occurred after heavy rainfall caused a surge of water to flow down the Elwha River. Hello JPREP members, After a few false starts, we are finally underway with our Hazard Mitigation Plan update process! I wanted to make you aware of a couple of things coming up, as we will be needing you help quite a bit over the course of the coming months. First, attached is a presentation outlining what a Hazard Mitigation Plan is and what our current update process looks like. You might remember this from a JPREP meeting late last year before the project was put on hold.This is a good overview of what to expect and what's involved. Next, the agenda and login for our next JPREP meeting—Friday, December 3rd at 10:00AM.The Steering Committee will be presenting on hazards in the plan and kicking off a survey process for community feedback on how they perceive hazards in our community. Finally, an outline of our volunteer needs for the plan update process.We have a meeting for those interested one week from today, 11-23, at 10:OAM (although you can still volunteer if you can't make it to the meeting). We are short staffed here at DEM with COVID still ongoing, and can use quite a bit of help, as can our partner agencies. US 101 is closed south of Forks in Clallam County. PORT ANGELES —One day after heavy rains and high tides closed every state highway in Clallam County, multiple closures remain in place on US 101 and State Route 112. 2 On Tuesday, Nov. 16, Washington State Department of Transportation crews were able to access more of the slide locations to begin removing debris and start repairs. Other areas in the region sent crews and equipment to help with the response. US 101 Elwha River Bridge The US 101 Elwha River Bridge remains closed until water levels recede enough for our structural engineers to inspect the bridge footings. Bridge crews used an Under Bridge Inspection Truck to inspect the body of the structure, but the footings are still underwater. They can make a recommendation as soon as they get a better look at the footings. Crews will remain on site with our hydraulic staff and work to reopen the bridge as soon as the inspection allows us to do so. US 101 at Lake Crescent US 101 at Lake Crescent is closed between mileposts 220 and 231 due to water and debris over the roadway at three locations. Crews were able to access the middle location after removing debris several feet thick at the westernmost slide. Crews will continue to remove debris and redirect the water to reduce damage to the roadway and reopen as soon as safely possible. Utility crews have removed trees from power lines and replaced three power poles and are restringing lines. WSDOT crews will start removing debris from the roadway and make repairs as soon as we get the go ahead from their crew to perform our work safely. Crews are standing by with equipment and materials to work to reopen as soon as safely possible. SR 112 There is no travel on State route 112 because of landslides or standing water. The locations we are actively responding to as of today are: • Milepost 32 • Milepost 15.8 near west Clallam Bay • Milepost 0 near the Makah Indian Reservation WSDOT knows the importance of travel to communities in Forks and Clallam Bay after yesterday's storm. We are working as fast and safely as possible to reopen our highways. Some closures may reopen as a single lane at first while more work takes place. Do not go beyond road closures for everyone's safety. Be sure to follow our social media accounts for the latest updates, and as we know more, we will share it with you. What drivers should do: • If you don't need to be out on the roads, please stay home, at the request of local jurisdictions. • "Turn around, don't drown." Do not drive through standing water on the roadway. Not only is it difficult to tell the condition of the road is underneath the water, it only takes 6 inches of water on the roadway for vehicles to stall and 12 inches of water to carry a vehicle off the roadway. • Observe all "Road Closed" signs - they are put in place for your safety. • Be alert. "While we acknowledge we missed the deadline for our maps to be considered by the Legislature, we see no reason why the Court can't do so," said Commission Chair Sarah Augustine. "These maps reflect the input of the thousands of people who took part in the process with us. It would be a shame to see these maps go unconsidered simply because the clock struck 12." The Commission sent a copy of the final mapping plan along with a transmittal letter and resolution to the Supreme Court today. The plan won Commission support but was not completed in the time prescribed by law thereby giving jurisdiction over the process to the Court. "These maps were created in a bipartisan process with unprecedented public input and resulted in the doubling of minority-majority districts, greater consolidation of cities, counties and communities of interest, and full consideration of the eight Tribes with which the commission consulted," Augustine said. "The WSRC staff and I are at the i disposal of the court for anything they may require as it assumes responsibility for this important task." Under the leadership of the most diverse Commission ever appointed, staff executed a public outreach campaign to solicit the people for their input into the mapping process and its outcomes. Between public commentary at 17 public outreach meetings and 22 business meetings, more than 400 state residents delivered live public testimony about maps or about the Commission's processes. Commissioners received more than 2,750 comments on their draft maps or on the old maps, and more than 3,000 sent an email, commented through the website form, mailed a letter, or left a voicemail. Finally, utilizing a mapping tool made available to the public on the Commission's website, 1,300 maps were created, of which 12 were formally submitted as third-party maps. This level of public involvement was historic, and the WSRC thanks all those who took the time and energy to engage with redistricting process. The public's contribution to this process brought great value and helped guide much of the final plan.
