SUBJECT: Elected Support for Grant Funding for a Remedial Investigation/Feasibility Study on
Mike Anderson's Property located at 890 Old Hadlock Road
STATEMENT OF ISSUE:
JCPH currently has a lien on Mike Anderson's property located at 890 Old Hadlock Road and we are in
negotiations with Mr. Anderson to purchase the lower portion of the property or secure a conservation
easement on the property. We currently have a draft agreement with the North Olympic Salmon Coalition
who has funding through Fish and Wildlife to facilitate the Phase I/Phase II investigation which is required
to demonstrate due diligence prior to a property transaction.
Chimacum Creek is the spawning grounds and critical habitat for the endangered Hood Canal summer chum
salmon,endangered Puget Sound steelhead,and coho salmon. For the past two decades,the North Olympic
Salmon Coalition has worked to improve the habitat and Jefferson Land Trust has worked in collaboration
with NOSC to procure conservation easements.
Cleaning up the site is a high priority for Jefferson County.
ANALYSIS
JCPH is applying for$200,000 in grant funding from Department of Ecology to conduct a remedial
investigation and feasibility study. Grant evaluation criteria includes elected support for the project.
FISCAL IMPACT/COST-BENEFIT ANALYSIS:
There is no match for this grant which has a cap of$200,000. We would seek the full eligible amount.
RECOMMENDATION:
Confirm support for the project and document the support in the BOCC meeting minutes. These will be
included in the grant application package due November 19, 2021.

Dear Grant Reviewers:
The Jefferson County Board of County Commissioners supports Jefferson County Public
Health's application for an Integrated Planning Grant to conduct a Remedial
Investigation/Feasibility study and Redevelopment planning grant at 890 Old Hadlock Road.
JCPH currently has $53,000 lien on the property and are in negotiations with the property owner, 1
Mike Anderson, to either purchase or obtain a conservation easement on the lower portion of the
property that abuts Chimacum Creek. In cooperation with the North Olympic Salmon Coalition,
through a grant with Fish and Wildlife, JCPH will conduct a Phase I and Phase II of the site.

this vital habitat. We have partnered with these agencies to preserve critical habitat, and it is a
priority project for Jefferson County.
Preserving and protecting this habitat is critical not just for Jefferson County, but the entire state
and its salmon fisheries.
